The use of narcotic substances has existed for a long time. However, only in the beginning of the 20th century began a desire to control its use, coming from the United States. This control was expressed internally as well as externally to your national territory. Thus, from the 1970s, and the War on Drugs declaration, there was, indeed, the accountability of external agents by the use of these substances, mainly in Latin American countries. Thereby, the American intervention in other countries through federal agencies intensified, with emphasis on Drug Enforcement Administration (DEA). Using the framework elaborated by Michel Foucault and Achille Mbembe e two of their theories - respectively Biopolitics and Necropolitics - argues that the american action in Latin American states was based in the separation of individuals who should live and who should die, and the systematic death of the latter. So, it can be concluded that the United States had the desire to outsource the guilt, and, by doing this it was connected to other threats, and to combat it, militarization was essential - causing Mbembe's theory to fit in this study.
