It is quite clear to us that the most developed and competitive companies in any sector are situated in the developed countries, as is the case of Germany, South Korea, United States, France, England, Italy, Japan etc., that happens primarily due to facilitated access to technology and extremely trained and well-educated professionals. But in the 1960s, it was born a company that goes against this logic. It arises the Empresa Brasileira de Aeronáutica SA, or Embraer, a company located in a developing country, in the interior of Brazil. Even though it is located in a developing country, Embraer is an internationally recognized and respected company with regard to aviation, it is also the center of gravity of a sector recognized for your quality and competitiveness: the Brazilian aeronautics industry. During this work it will become clear the importance of the state action for the arise of a company and a high-level industry in a developing country, going through the points that will clearly demonstrate the action of organization and development promoted by the Brazilian State, as ordering and financing of prototypes and subsequently the purchase of these aircraft already consolidated. We will also present the state action concerning the investments in the construction of research centers and training professionals to work in the sector. The training of professionals is made both in Brazil and abroad, by sending Brazilian technicians to the most advanced companies in the sector, namely American and European companies. The objective of this article is to show the formation and consolidation of an industry through the strong action of the Brazilian State, providing the necessary subsidies and conditions for the development of an industry as strategic and competitive as the Brazilian aeronautical industry. The period analyzed in the work corresponds to the beginning of the 1930s until the end of the 1980s. The methodology adopted in the study was bibliographic and documentary review, through scientific articles and specialized digital platforms in the subject area.
