The economic planning for promoting industrialization in Brazil is analyzed in its world-historical context. Departing from existing results, namely from the active capitalist State seeking development, this work relates the end of laissez-faire with the formation of Brazilian capitalism. Two objectives guide this research. First, the work aims at describing the international circumstances framing the capitalist revolution in Brazil and which determine the logic of planning for industrialization. Second, it aims at showing the possible connections between the Plano de Metas and the international debates on the contradiction between market and plan. This contradiction is established as the fundamental conflict in the Political Economy of the 20th century. From this perspective, the work shows that the basis for the Brazilian industrializing plans can be connected to the abstract controversy about the operation of the law of value and the possibilities of its control. It is argued that the direct expression of this attempt to socially command the law is the socialist economic calculation problem initiated in 1920. Finally, the work indicates that the influence of the United States and the Soviet Union over the Brazilian economic planning must be explored through the study of the theory of programming and the question of how it entered in Brazil in the years preceding the Plano de Metas in the Juscelino Kubitschek government.
