This dissertation was developed within the scope of the Post-Graduation Program in Education of the Federal University of Uberlândia, in the line State, Policies and Education Management. It has as object of analysis the participation of the black community in the non-formal education of the culture policies in Ituiutaba-MG. Its main objective is to understand how culture policies for ethno-racial education materialize in the various cultural spaces of the city of Ituiutaba. We therefore ask: How does the black community participate in the culture policies in the society of Ituiutaba, in order to contribute to their elaboration in the sense of non-formal education? The research is configured as ethnographic, therefore qualitative, using the techniques of bibliographic review, participant observation and documentary analysis. The methodological procedures include participation in the field during seven free cultural activities, planned for the population of Ituiutaba between September 2015 and June 2016. They vary between the traditional Parade of Independence, the Confection Festivities - which compose auctions; a show prior to the Great Meeting of Congo Mozambique, Catupé and Marujos and the 29th Meeting of Congo Mozambique, Catupé and Marujos; and occasional, which are a Carnival Block and the re-inauguration of the Tourist Center of the city. The subjects participating in the research were present in public spaces and provided information spontaneously. The theoretical-methodological foundation and the construction of the categories of analysis depart from the fields of cultural anthropology and sociology, to understand the concepts of state, habitus, black identity, popular cultures, tastes and lifestyles. As a result, it has been verified that in the last decade the State has taken over the enterprise for the construction and maintenance of culture policies through the National Plan for Culture (2010) and the National Culture System, with the coverage of States and Municipalities, that such mechanisms are not yet effective in several municipalities, as in Ituiutaba. This is revealed in the impending culture policy in the city, which does not cover all the complexity made possible by the federal government. There is participation of the black community in the cultural policies of Ituiutaba, configured through affirmative actions of the Black Movement and the Municipal Foundation Zumbi of the Palmares, who make great efforts in the conquest of cultural and educational spaces for the black population. However, black participation and representation in cultural spaces takes place primarily in specific places, popularly known as the "place of blacks", which demonstrates the existence of racial segregation, which interferes with the construction of black identity.
