A administração pública patrimonial na perspectiva da gestão de processos de negócio (BPM): estudos em uma unidade acadêmica de ensino superior federal

Modern public institutions with high level of performance consider business process management an asset as important as other organizational resources. These institutions operate through processes in which they generate essential information to support managers in the decision-making process in its all dimensions. Based on these principles, the objectives of this research were twofold: (1) to describe activities involving the administration of patrimonial property of the Institute of Biotechnology (IBTEC) of the Federal University of Uberlandia (UFU) and propose continuous improvements in Business Process Management - BPM and (2) to build and deploy an IT tool to compose the IBTEC Management Information System (SIG), with the purpose of supporting decisions making involving patrimonial management. For that, we developed two papers. In the first papers, we used qualitative and documentary research. Initially, in an attempt to understand the current processes that involved the patrimonial management and respective activities, we collected data directly in the academic unit. Thus, it was possible to map and document these processes. In this first moment, we verified the absence of the principles of BPM applied to the patrimonial control processes of the academic unit, in which, possibly, would cause the ignorance of these processes on the part of the servers involved and the lack of culture focused on process management. Therefore, we developed a patrimonial management plan, based on the BPM methodology, which purpose was to provide benefits of continuous and sustainable improvement. With this plan the following proposals were launched: (1) the dissemination of the process management culture; (2) the governance of patrimonial control processes and (3) the automation and mapping of processes, which consisted in constructing a workflow using the IT support available at IFES, eliminating the use of paper. Thus, with the initial step suggested by this plan, the patrimonial management process in question had the opportunity to return to continuous improvement, providing transparency, awareness and better performance. Since the systems of IFES do not have this functionality we required a technological support to compose its Management Information System (GIS). Therefore, the second paper consisted of building this system, using SQL language and data visualization software (Dashboards) to subsidize manager in the daily patrimonial decision-making processes as well as to follow historical-patrimonial mutations of the academic unit. We used action research to collect data in addition to direct observation. Thus, the technological tool was implemented, and corrections were observed and suggested. For that, this research had the main purpose to show the benefits that the focused organizational culture to BPM can provide in the IFES, that work by and for business processes.
