Análise do financiamento e gasto em saúde nos municípios do estado de Sergipe – um estudo ecológico de tendências temporais

The present study aimed to analyze part of health funding and expenditures of the 75 cities in Sergipe, Brazil. It is a time trend ecological study performed according to the Strengthening the Reporting of Observational Studies in Epidemiology (STROBE). The search was performed in the Brazilian Information System on Public Health Budgets (SIOPS) with the indicators of Federal transfers of the Brazilian Public Health System (SUS), health expenditures paid with city resources, and total health expenditures. Linear regressions assessed the mean annual variation (in Brazilian Reais (BRL)). Pearson correlations were estimated between Federal SUS transfers and health expenditures paid with city resources. The analyses showed that the lowest Federal SUS transfer in 2020 was R$244 per inhabitant to the city of São Cristóvão, while the highest value was R$743 per inhabitant to São Francisco. Federal SUS transfers increased in all cities studied in the years analyzed, with a mean annual increase of R$23 per inhabitant. The absolute mean annual variation of the percentage of total health expenditures paid with city resources and Federal SUS transfers showed that 69% of cities had an increase in the quotas covered by Federal SUS transfers and an annual reduction of the quotas paid with city resources. In conclusion, despite the annual increase of Federal SUS transfers to the cities, there were inequalities in the distribution of this resource to the cities analyzed.
