The Defense Industry is a segment of the economy with great strategic importance and with multidisciplinary approach, acting in the supply of defense products and systems with high technological density. From a perspective of association between this sector and economic development, the Government of Luiz Inácio Lula da Silva undertook reforms and policies to modernize the national Defense Industry. As part of this agenda, a plan to renew the fleet of supersonic fighters of the Brazilian Air Force had been established, consolidated from an agreement between the Federal Government and the Swedish company SAAB. In this partnership, the company will not only supply the aircraft, but also its unrestricted technology, a process that aims to make the Brazilian defense apparatus more robust and modern. As conclusions from the study in question, it was observed that even with a very rigid economic policy in the first years of term, the Lula Government stood out in proposing debates, reforms and policies that acted directly in the development of the Defense Industry. However, part of the analyzes of this period question the feasibility of these policies, pointing to an exaggerated defense of the causality between defense and development, in addition to the fact that Brazil has structural weaknesses due to its late industrialization. Thus, using the inductive method, the present work seeks to carry out an investigation into the nuances of the role that the Defense Industry had during the Lula Government, aiming to structure conclusions about the impacts of this agenda on the defense sector and on the national economic dynamics. The tool used was a review of historical documents, technical reports, events, monographs and other types of publications, selected considering the relevance to the theme and the quality of the studies based on the theoretical framework and methodology adopted.
