Resumo: In order to foster their national industries, governments use the Government Procurement Policy to encourage and privilege national companies and is therefore one of the main instruments of industrial and economic development in a country. Linked to this policy, governments use offsets, through contracts in which the seller is required to transfer economic benefits to the buyer, in order to encourage local development and technological independence. In this article, we will study the effects of this policy, as well as its national and international regulations, especially the offsets used in the defense industry. In analyzing the development of the Brazilian military aircraft KC-390, we will be able to identify the current structure of the national defense industry, its failures and its re-equipment program, mainly supported by offsets, with the main objective of gaining knowledge and capacity for future production.

Neste artigo, são estudados os efeitos desta política, bem como sua regulamentação nacional e internacional, especialmente os offsets usados na indústria de defesa.
