Os desafios do Banco Do Brasil como agente de implementação da política pública Programa Dinheiro Direto na Escola – PDDE

Resumo: There is a major challenge to implement the decentralization policy provided for in the 1988 Federal Constitution and to enable broad access to education in order to guarantee this right to all Brazilian citizens. Brazil is made up of over five thousand municipalities and one Federal District, and the country's vast territory is a clear challenge to the application of equal educational policies, as prescribed by the Constitution. In order to enable efficient distribution of resources to schools and to improve the execution of public policies focused on education in a decentralized manner, the Federal Government has created resource management programs for education. One of the programs developed by the National Fund for the Development of Education (FNDE) is the Direct Money to Schools Program (PDDE), which was established by the Federal Government in the 1990s and represents one of the most important elementary education financing programs aligned with the constitutional principles of decentralization. To enable the adequate distribution of resources, the FNDE has partnered with banks, such as Banco do Brasil. It is therefore clear the relevance of this institution for receiving the values transferred by the government through the FNDE to the states and municipalities. Currently, Banco do Brasil is at the forefront of the role of resource enabler for public schools in PDDE. In this context, the present study aims to analyze the challenges of the Financial Institution, Banco do Brasil, in the execution of the Direct Money to Schools Program - PDDE in its role as a facilitator of the federal government's public policy for the benefited public schools. In this work, through a theoretical-empirical framework, based on bibliographic research, topics such as the Public Policy Cycle, the Role of Banks as Actors in the Implementation of Public Policies, the Direct Money to Schools Program, as well as Banco do Brasil and its performance were addressed. The present research has a nature that fits into the qualitative-quantitative typology and qualifies as an applied research, of a descriptive and exploratory nature. Its data sources were collected through Documentary Research, Primary Database (survey), as well as Interviews and Participant Observation. The data analysis techniques were carried out by documentary analysis, descriptive statistics, and content analysis of the interviews with the support of the observational protocol. As a result of the research, the importance of more practical and well-targeted training was evidenced, in addition to the existence of a demand from employees for specialized services or the offer of automation to support them and customers. It was demonstrated that the main source of support for the services is focused on the internal support network between the institution's own employees who help each other. Some challenges related to its structure and its mixed profile that needs to reconcile public and private action at the same time were identified. In addition to other problems regarding the understanding of the normative and execution rules and some level of ignorance of the account movement rules by school managers and bank employees. In view of this, when identifying the existing gaps, as a technological product, a booklet was created with recommendations and guidance to agency employees for customer service who seek assistance in this channel to resolve problems related to PDDE.

O Brasil é constituído por mais de cinco mil municípios, sendo a extensão territorial brasileira um evidente desafio para a aplicação de políticas educacionais igualitárias, conforme preconiza a Constituição. A fim de possibilitar uma distribuição eficiente dos recursos para as escolas e aprimorar a execução das políticas públicas voltadas para a educação de forma descentralizada, o Governo Federal criou programas de gestão de recursos para a educação. Um dos programas desenvolvidos pelo Fundo Nacional de Desenvolvimento da Educação (FNDE) é o Programa Dinheiro Direto na Escola (PDDE), que foi instituído pelo Governo Federal na década de 90 e representa um dos mais importantes programas de financiamento do ensino fundamental alinhados aos princípios constitucionais de descentralização. Para possibilitar a adequada distribuição dos recursos, o FNDE conta com a parceria de bancos, como o Banco do Brasil. Nota-se, portanto, a relevância dessa instituição para o recebimento dos valores repassados pelo governo através do FNDE aos estados e municípios. Atualmente o Banco do Brasil atua à frente do papel de agente viabilizador de recursos para as Escolas públicas do PDDE. Nesse contexto, o presente estudo objetiva analisar os desafios da Instituição Financeira, Banco do Brasil, na execução do Programa Dinheiro Direto na Escola - PDDE em seu papel como agente viabilizador da política pública do governo federal para as escolas públicas beneficiadas. Neste trabalho, por meio de um referencial teórico-empírico, embasado em pesquisa bibliográfica, foram abordados temas como o Ciclo de Políticas Públicas, Papel dos bancos como atores na implementação de Políticas públicas, o Programa Dinheiro Direto na Escola, bem como o Banco do Brasil e sua atuação. A presente pesquisa tem uma natureza que se enquadra na tipologia quali-quantitativa e se qualifica como uma pesquisa aplicada, de caráter descritivo e exploratório. Suas fontes de dados foram levantadas por Pesquisa Documental, Base de dados primária (survey), além de Entrevistas e Observação participante. As técnicas de análise dos dados se deram por análise documental, estatística descritiva e análise de conteúdo das entrevistas com o apoio do protocolo observacional. Como resultado da pesquisa, foi evidenciada a importância de um treinamento mais prático e bem direcionado, além da existência de uma demanda dos funcionários pela especialização dos atendimentos ou a oferta de automatização para apoio aos mesmos e aos clientes. Ficou demonstrada que a principal fonte de apoio para os atendimentos está voltada para a rede de apoio interna entre os próprios funcionários da instituição que se ajudam. Foram identificados alguns desafios ligados à sua estrutura e seu perfil misto que precisa conciliar uma atuação pública e privada ao mesmo tempo. Além de outros problemas quanto a compreensão dos normativos e regras de execução e algum nível de desconhecimento das regras de movimentação das contas pelos gestores escolares e funcionários do banco.
