Discussing training, an apparatus for the insertion of adolescents and young people in the labor market, has become imperative today. Keeping Association Program of Guarda Mirim Montes Claros / MG is a space whose objective is the insertion of young people in situations of vulnerability and social risk in the labor market. Present study is guided by the following objectives: to identify the main factor and / or motivation that explains the effectiveness of the Guarda Mirim de Montes Claros / MG Program; learn about the Association's work through actions for the professional learning of young people; to analyze the role of the Associação da Guarda Mirim and its constitution regarding the reproduction of social relations of work and hierarchy. To meet the purpose of this study, we opted for descriptive research. Methodologically, it sought, using descriptive techniques, to identify how the learning courses offered by the association are and what the objectives of these practices are for its formulators and target audience, young people under situation of vulnerability and social risk. From a quantitative approach, data were collected from organizations whose mission is the practice and monitoring of inclusive policies. The qualitative part is presented under the perspective of the triangulation between knowledge of training for work, the labor market and official data. The results point to the existence of multiple determinations of vulnerabilities and social risks to the youth condition in Montes Claros context. The results reflect what professional qualification developed through courses for apprentices means for their families and the community involved in carrying out the project. It was noticed that the Maintaining Association of Guarda Mirim of Montes Claros has a psychosocial and political strategy aimed at training apprentices to be employed in the tertiary sector, reproducing the material wealth and not contributing to overcome the way of production that it brings itself conflicts and antagonisms of the social classes. In spite of that, this program is a hegemonic project of education conceived as an activity like any other existing in the market. It is not diferente from the industry, the supermarket, the restaurant or any other form in the private market. Even so, from the observation in the field, it was witnessed that the project is full of life and hope for the adolescents and young people involved. The conception of assistencialismpaternalism, disguised as a socio-economic insertion program, may be subliminal. However, it is filling the universe of those who want to join the Guarda Mirim and have the first opportunity. It works as a dream of parents who wish the best for their children. Parents understand this program as an educational sanctuary that mixes teaching, learning and work, that is part of this latifundium of capital and money. Guarda Mirim maintains positive results. It survives in a universe of sparse public policies for the insertion of young people and people under social risk.
