O discurso da intransigência e o bolsa família: uma análise da retórica de Albert Hirschiman sobre a política de distribuição de renda no Brasil

This paper proposes to understand and know the applicability of social rights and guarantees against the intransigence of the rhetoric of discourse in contemporary Brazil, especially with regard to the Bolsa Família program, with relevance to the debate traced by scholars on the issue of fundamental rights and the social benefits granted by the State. It aims to analyze and study the jusfundamentabilidade social rights in contemporary Brazil, pointing out issues concerning the existential minimum and the reserve as possible; evaluate the discourse of intolerance to social rights, as well as the consequences brought by the rhetoric paradox and the effectiveness of social actions and studying the social policy of the Bolsa Família with emphasis on the analysis of the effectiveness of the Brazilian social program. Thus, this study is justified by the need to know the truth of speech theses of intransigence against the applicability of the social guarantees established by the Constitution of 1988 and in particular on the rights of security and basic rights workers, pointing to "rhetoric" has logical and legal reasoning, or passes just mere fallacies, proposed by the national political opposition today. Methodological axes are structured in theoretical research technique as technical procedures will be carried out quantitative and qualitative methods in order to collect statistical data on the number of families receiving the family allowance program, as well as data on the numbers triggered irregularities by the Ministry of social Welfare, working out a diagnosis of the evolution of Brazilian social rights, identifying the development and effectiveness of these actions, the socio-economic consequences arising from this development, and analyzing the questions posed by the opponents of such activities identifying its validity or not.
