ANALYSIS OF SUSTAINABILITY LEVEL OF MUNICIPALITIES OF THE STATE OF RIO DE JANEIRO: A STUDY ON THE ECONOMIC, SOCIAL AND ENVIRONMENTAL PERSPECTIVES

Resumo: Sustainable regions are those that promote a balanced and harmonious, economic growth, quality of life, social justice and respect for the environment. In this context, this article examines the level of sustainability of 88 municipalities in the State of Rio de Janeiro, applying the methodology of Data Envelopment Analysis (DEA) to information of an economic, social and environmental issues, which are the parameters of TBL - Triple Bottom Line, in order to generate a single indicator of sustainability. The information to be used are: HDI-M for the social perspective, the percentage of spending on Environmental Management for environmental perspective and GDP per capita for the economic issue. The applied methodology can assess the level of sustainability of each municipality of Rio de Janeiro, with a multicriteria view, ie, in an integrated manner considering some vectors of sustainable development. The results are the basis for a structured discussion on sustainable development, which can lead to the establishment of public policies aimed at improving the level of sustainability of municipalities and, therefore, of the State of Rio de Janeiro.Key-Words: Sustainable Development; Sustainability; DEA.

Neste contexto, este artigo analisa o nível de sustentabilidade de 88 municípios do Estado do Rio de Janeiro, aplicando a metodologia de Análise Envoltória de Dados (DEA) a informações de natureza econômica, social e ambiental, que são os parâmetros do TBL – Triple Bottom Line, no intuito de gerar um indicador único de sustentabilidade. Utiliza-se o IDH-M para a perspectiva social, o percentual de gastos com Gestão Ambiental para a perspectiva ambiental e o PIB per capita para a perspectiva econômica. Com a metodologia aplicada é possível avaliar o nível de sustentabilidade de cada município do Estado do Rio de Janeiro de modo multicriterial, ou seja, considerando de maneira integrada diversos vetores do desenvolvimento sustentável.
