The Construction of Social Participation in the Management of Public Policies: The prominence of Local Government in Brazil

This study is focused on social participation in public policy. Seeks to analyze the importance of the role of local government in this process not only as a provider of channels of participation, but mainly in the institutionalization of innovative participatory practices able to break the prevailing dynamics, sensitizing and mobilizing society to participate more effectively in the management of public policies. Analyzes the importance of strengthening the public spaces of deliberation and intervention in public policy development and opening of public administration to the participation of civil society. There is the redefinition of the role of municipalities in the new arrangement from the Brazilian federal promulgation of the 1988 Constituent Assembly, before assuming the political responsibility of the Union or the State, to ensure minimum conditions of social welfare to its population. Will be discussed how  these factors influence the construction of a new institutional arrangement, in which the municipal level is replaced by a leading role in this process. It is a theoretical study of a descriptive literature review and grounded in a literary, for the purpose of information and seeks to enlist the state of the art of the subject.Key-Words:  Social Participation, Public Policy, Protagonism, Local Government.
