Beyond state reform - crises and limits of the liberal reason

Resumo: The State reform started with a diagnostic, in the 1970s/1980s, according to which there was a fiscal crisis derived from public overspending. However, crises are not explained only by superstructure.  Therefore, this paper attempts to analyze the 1990s’ reform from a wider view, including the role of the market, after the Fordism crisis, and of the society, marked by individualism. After twenty years of reform, it is clear the necessity to resume the lost perspective, with changes that embrace socially excluded people, and advance for beyond the State reform in its liberal sense.

Mas as crises não se explicam exclusivamente pela superestrutura. Por isso, o objetivo deste trabalho é analisar a reforma dos anos 1990 a partir de um olhar mais amplo, incluindo os papéis desempenhados pelo mercado, após o abalo da base técnica fordista, e pela sociedade, marcada pelo individualismo.
