State, managerial and individual dimensions of the National Breast Cancer Prevention and Control Policy: An evaluation model

This study aims to confirm the presence of three theoretical dimensions influencing the performance of the National Policy on Cancer Prevention and Control (PNPCC), as following: The state dimension, in its legal and structural apparatus; the managerial dimension, through the municipal managerial capacity; and the individual dimension, by the involvement and engagement of society members with the behaviors disseminated by the policy. In addition, I proposed to develop a model to evaluate the PNPCC. In order to fulfill this purpose, quantitative methodological procedures such as Multiple Linear Regression and Factor Analysis were adopted. The results confirm the influence of these three dimensions on PNPCC’s performance. It was also possible to highlight some findings like the best performance of the Policy is not related to better levels of economic and social development in the municipal level, but possibly due to the managerial capacity of public health policies.Keywords: Public Administration, Public Policies, Public Health, Breast Cancer, Performance Evaluation Model.
