On Silences and Naturalizations: A Critical Discourse Analysis of the Formulation of the First National Development Plan (1972-1974)

Resumo: | Research Objective: To interpret the discourses present in the formulation of the First National Development Plan (I PND), based on the linguistic choices made by the military government. Theoretical framework: The theoretical basis is anchored in the Argumentative Turn and Discourse Analysis. Methodology: A triangulation between French Discourse Analysis and Critical Discourse Analysis, from the perspectives of Michel Pêcheux and Norman Fairclough, respectively, is carried out to examine the I PND. Results: The Plan sought to build the ideology of a "Brazilian model of development", which would benefit the entire Brazilian population in a balanced way. We identified the presence of silences (what is left unsaid) in the text of the I PND, such as the non-democratic context Brazil was living, the non-participation of citizens as active subjects of national development, and the linguistic choice of words like Revolution, democracy, and Brazilian temperament. Based on the Ideological-Discursive Formation (IDF) present at the time, the discourse of the I PND reproduced the domination of the national big bourgeoisie over the workers and of the military regime over the opposing groups, by means of an ideologically constructed text. By presenting itself in a "naturalized" way as the only Brazilian model of development, it silences the traces of the domination process. Originality: The I PND is usually analyzed from an economic perspective. The article sought a new look, from a perspective of public policies, anchored in the Argumentative Turn and Discourse Analysis, with the same academic rigor and validity. Theoretical and practical contributions: The main contribution of this paper is to show how an economic development plan, usually presented as technical and neutral, is permeated by discursive aspects. The Argumentative Turn, and more specifically Discourse Analysis - usually used to analyze social policies - are used to examine economic public policies. |

Marco teórico: Anclado en el Giro Argumentativo y en el Análisis del Discurso. Metodología: Se realiza una triangulación entre el Análisis del Discurso Francés y el Análisis Crítico del Discurso, desde las perspectivas de Michel Pêcheux y Norman Fairclough, respectivamente, para examinar el I PND. Resultados: El Plan pretendía construir la ideología de un "modelo brasileño de desarrollo", que beneficiaría a toda la población brasileña de forma equilibrada. Identificamos la presencia de silencios (no dichos) en el texto del I PND como el contexto no democrático que vivía Brasil, la no participación de los ciudadanos como sujetos activos del desarrollo nacional y la elección lingüística de palabras como Revolución, democracia y carácter brasileño. Desde la Formación Ideológico-Discursiva (FID) presente en la época, el discurso del I PND reproducía la dominación de la gran burguesía nacional sobre los trabajadores y del régimen militar sobre los grupos opositores, a través de un texto construido ideológicamente. Al presentarse de forma "naturalizada" como el único modelo de desarrollo brasileño, silencia las huellas del proceso de dominación. Originalidad: El I PND suele analizarse desde una perspectiva económica. El artículo buscó una nueva mirada, partiendo del campo de las políticas públicas, anclada en el Giro Argumentativo y el Análisis del Discurso, con el mismo rigor y validez académica. Aportes teóricos y prácticos: La principal aportación del trabajo es mostrar cómo un plan de desarrollo económico, que suele presentarse como técnico y neutral, está atravesado por aspectos discursivos. El Giro Argumentativo, y más concretamente el Análisis del Discurso -usado habitualmente para analizar las políticas sociales-, se utilizan aquí para examinar las políticas públicas económicas.Objetivo da pesquisa: Interpretar os discursos presentes na formulação do I Plano Nacional de Desenvolvimento (I PND), a partir das escolhas linguísticas feitas pelo governo militar vigente à época. Enquadramento teórico: A base teórica para o artigo está ancorada na Virada Argumentativa e na Análise do Discurso. Metodologia: É realizada uma triangulação entre a Análise do Discurso Francesa e a Análise Crítica do Discurso, nas perspectivas de Michel Pêcheux e Norman Fairclough, respectivamente, para examinar o I PND. Resultados: O Plano buscou construir o ideário de um “modelo brasileiro de desenvolvimento”, que beneficiaria de forma equilibrada toda a população brasileira. Identificamos a presença de silêncios (não-ditos) no texto do I PND como o contexto não democrático que o Brasil vivia, a não participação dos cidadãos como sujeitos ativos do desenvolvimento nacional e a escolha linguística por vocábulos como Revolução, democracia e índole brasileira. A partir da Formação Ideológica-Discursiva (FID) presente à época, o discurso do I PND reproduziu a dominação da grande burguesia nacional sobre os trabalhadores e do regime militar sobre os grupos opositores, por meio de um texto ideologicamente construído. Ao apresentar-se de forma “naturalizada” como o único modelo brasileiro de desenvolvimento, silencia os rastros do processo de dominação. Originalidade: O I PND costuma ser analisado sob uma perspectiva de Economia.
