EVIDENCE OF INDUCTION AND MIMICRY ON LOCAL PRODUCTIVE ARRANGEMENTS BY THE INSTITUTIONAL ACTION OF SEBRAE

Resumo: This paper proposes a conceptual framework to understand the influence of Sebrae on dynamics of the Local Productive Arrangement (LPA)’s .The Network theory was used to understand LPA as particular a kind of organizational Network The Institutional Theory was also used to identify the relationships between social actors and organizational structures by means of the “Institutional Mechanisms”, mainly those which are related to inducement and to mimetic isomorphism. The Methodology was based on documental analysis identifying Sebrae’s action premises and on the similarities among APL in terms of: Strategic aim, objectives and results. in the bakery and apparel sectors in the state of Minas Gerais, it was concluded that there are evidences that indicate Institutional action both by Sebrae as the sectors themselves. However it occurs in different elements.Key-Words: Organizational Network. Local Productive Arrangement. Institutional Theory.

Institutional Theory.Propõe-se um quadro conceitual visando compreender a influência do Serviço Brasileiro de Apoio à Micro e Pequena Empresa (Sebrae) sobre a dinâmica dos Arranjos Produtivos Locais (APL). Utilizou-se a Teoria das Redes para compreender os APL como tipo particular de rede interorganizacional, e o Institucionalismo para identificar a relação entre atores sociais e estruturas organizacionais a partir dos conceitos relacionados aos mecanismos de institucionalização, particularmente os referentes ao isomorfismo mimético e de indução. A metodologia baseou-se em análise documental identificando as premissas de atuação do Sebrae e as similaridades entre os APL, em termos de foco estratégico, objetivos e resultados, nos setores de panificação e confecção no estado de Minas Gerais.
