This paper proposes a conceptual framework to understand the influence of Sebrae on dynamics of the Local Productive Arrangement (LPA)’s .The Network theory was used to understand LPA as particular a kind of organizational Network The Institutional Theory was also used to identify the relationships between social actors and organizational structures by means of the “Institutional Mechanisms”, mainly those which are related to inducement and to mimetic isomorphism. The Methodology was based on documental analysis identifying Sebrae’s action premises and on the similarities among APL in terms of: Strategic aim, objectives and results. in the bakery and apparel sectors in the state of Minas Gerais, it was concluded that there are evidences that indicate Institutional action both by Sebrae as the sectors themselves. However it occurs in different elements.Key-Words: Organizational Network. Local Productive Arrangement. Institutional Theory.
