Cross-cutting and Intersectionality: mapping the conceptual debate in Brazil

The recognition of the complexity of social problems has led to the creation of new management arrangements, aiming for the integration of public policies. Meanwhile, the academic interest in themes related to government coordination has also increased, with highlights on intersectionality and cross-cutting. In this paper, we aim to understand how the cross-cutting and intersectionality approaches have been treated in the context of Brazil’s public management, emphasizing governmental and academic documents. Therefore, first, we discussed how the two approaches have been incorporated in public policies, especially on a federal level. Then, we used the bibliometric  method and analysed national papers available  at the SCIELO platform, all combined with the qualitative analysis of the conceptual perspectives followed by the authors. From this study, we found that the dispersion present in governmental narratives about intersectionality and cross-cutting approaches is reflected in academic works on the subject. We concluded this paper identifying the contributions for the research and for the conceptual development of the themes analysed. Keywords: Cross-Cutting, Intersectionality, Public Administration, Public Management, Public Policy
