QUALITY ASSESSMENT SYSTEMS IN HIGHER EDUCATION: A COMPARATIVE STUDY IN TWO IES OF PARANÁ STATE

Resumo: The present study aims to analyze the quality evaluation systems in higher education adopted by the State Universities, Unioeste and Uepg. From a qualitative approach, with descriptive characteristics, having as main source of evidence, institutional documents, and with the application of content analysis, it was possible to elaborate a comparative analysis based on the model proposed by Cunha (2011), which is constituted by five categories, being: Quality of the Institution; Quality of the Faculty; Quality of the Student Body; Quality of the Curriculum; Pedagogical practices; and Evaluation. Based on the assumptions made by the adopted model, the inherent aspects of "pedagogical practices" and "evaluation" are not contemplated by the evaluation systems implemented by HEIs. Evidence suggests that both systems present evaluation characteristics based on regulatory models, which seek to ensure compliance with the pre-established operating rules for the system. The analysis also suggests that both systems are not convergent with educational or formative evaluation models because they are systems that do not present characteristics with emphasis in the qualitative analysis and do not encourage the involvement of all the segments of the institutions in the construction and execution of the process

A partir de uma abordagem qualitativa, com características descritivas, tendo como fonte principal de evidências, documentos institucionais, e com aplicação da análise de conteúdo foi possível elaborar uma análise comparativa baseada no modelo proposto por Cunha (2011), o qual é constituído por cinco categorias, sendo: Qualidade da Instituição; Qualidade do Corpo Docente; Qualidade do Corpo Discente; Qualidade do Currículo; Práticas Pedagógicas; e Avaliação. A partir dos pressupostos elencados pelo modelo adotado, os aspectos inerentes as “práticas pedagógicas” e a “avaliação”, não estão contemplados pelos sistemas avaliativos implantados pelas IES. As evidências sugerem que ambos os sistemas apresentam características de avaliação baseada em modelos regulatórios, que buscam garantir o cumprimento das regras de funcionamento preestabelecidas para o sistema.
