The scope of this study is to analyze the Brazilian construction sector, identifying the impact of structural and economic variables which are considered basic to sustain the construction product in the State economies in the period 1990-2006. Its aim is to characterize its productive structure, review the sectorial product trajectory in the context of macroeconomic policy and identify the importance of State expenditures in sectorial product stability, evaluating the results of governmental policies in stimulating the growth of construction industry in the State economies. The construct industry is a key sector in the Brazilian economy with strong linkage effects in the productive system and important income and employment multipliers. Such inter-sectorial linkages indicate that construction industry is a major sector to induce Brazilian economic growth. Besides, its final products increase economic infrastructure that result in permanent benefits over the systemic economic productivity and the social well-being. Therefore, it is a sector that presents itself as a powerful instrument to public policies and should be taken in priority as regarding government decisions and programs for aching dynamic and sustainable development. The theoretical framework proposed by Keynes is capable of explaining fluctuations in the Brazilian construction product in the last two decades and could be used to point out that the neoliberal macroeconomic policies adopted in the country are responsible for the low performance of the construction gross domestic product. Considering the case of the state economies, the fluctuations in construction production reflect restrictive fiscal policy strategies and low and inadequate credit conditions for long term investments. That takes place because of instable economic growth and the financial and fiscal crises of public sector. The loosen power of State as economic development promoter has put in check the Brazilian construction performance in the last two decades.
