Catadores, organizações e materiais recicláveis: um estudo na região metropolitana do Recife/PE

Resumo: Facing the changing world of work, resulting crises of the capitalist mode of production, a greater number of people became unemployed, thus resorting to informal activities in order to ensure their survival. Part of this population, especially for its low level of education and qualification, search on scavenging for recyclables alternative work to generate income. The pickers have organized themselves into associations and cooperatives, and the National Movement of Recyclable Materials (MNCR) as a way to achieve improvements in their working conditions and living in personal, family and social, to give visibility to their work and join forces to claim their demands. Scavengers are the main actors in the production chain of recycling, putting Brazil, including the position of the largest recyclers countries globally. In this sense, the aim of knowing the history of the three main waste recycling process agents: the collector of recyclable materials, the organization (cooperatives and associations) and the garbage in order to understand how these stories interact, complement and influence. The study was qualitative, the population had as waste pickers organized into associations and cooperatives in the Metropolitan Region of Recife. The research took place in the period from October to December of the year 2013, with the construction of primary data obtained through semi-structured interviews, and closed when it reached the saturation point. For data processing, we used content analysis. Its occupational trajectory of scavengers was marked by informality, with the understanding that it is mainly by their poor education and qualification, the main requirements for anyone seeking a place in the formal labor market. Thus, many collectors sought to organize themselves into cooperatives and associations for believing that through the collective work could improve your working conditions. However, the organizations studied, to be comprised of people with low education, they faced difficulties in administrative proceedings is therefore important the training offered by NGOs, universities and municipalities, so that these workers could be organized better. Scavengers studied showed little knowledge about the fate of recyclables from marketing. In general, the history of collectors, organizations and recyclable materials, is because these workers seek work scavenging for unemployment, however, this possibility also gives the combined population growth, industrialization and changes in consumer habits , which encourages the growth of recycling industries, since there are a large number of people who scavenge these recyclables can reinsert them in the industries. These scavengers are organized by organizations (associations and cooperatives), in search of better working conditions, and consequently higher income. Thus showing that the operation of this triad is critical to the functioning of the supply chain of recycling, which is interesting in regard to environmental issues, it can-not say the same when it comes to social issues, since the collectors although the most important actors are economically disadvantaged.

Parte dessa população, sobretudo pelo seu baixo nível de escolaridade e qualificação, busca na catação de materiais recicláveis uma alternativa de trabalho para geração de renda. Os catadores têm se organizado em associações e cooperativas, além do Movimento Nacional dos Catadores de Materiais Recicláveis (MNCR) como forma de alcançar melhorias em suas condições de trabalho e de vida, nos âmbitos pessoal, familiar e social, para dar visibilidade ao seu trabalho, e unir forças para reivindicar suas demandas. Os catadores são os principais atores na cadeia produtiva da reciclagem, colocando o Brasil, inclusive, na posição dos maiores países recicladores em termos mundiais. Nesse sentido, objetivou-se conhecer a história de três agentes fundamentais ao processo de reciclagem do lixo: o catador de material reciclável, a organização (cooperativas e associações) e o lixo, a fim de entender como essas histórias se interagem, complementam e influenciam. O estudo, de natureza qualitativa, teve como população os catadores de materiais recicláveis organizados em associações e cooperativas na Região Metropolitana do Recife. A pesquisa se deu no período entre outubro a dezembro do ano de 2013, sendo a construção dos dados primários obtidos por meio de entrevistas semi-estruturadas, e encerradas quando se atingiu o ponto de saturação. Para o tratamento dos dados, utilizou-se a análise de conteúdo. A sua trajetória ocupacional dos catadores foi marcada pela informalidade, entendendo-se que isso se deve, principalmente, pela sua baixa escolaridade e pouca qualificação, principais requisitos para quem busca uma colocação no mercado de trabalho formal. Desse modo, muitos catadores buscaram se organizar em cooperativas e associações por acreditarem que através do trabalho coletivo pudessem melhorar suas condições de trabalho. No entanto, as organizações estudadas, ao serem constituídas por pessoas com baixa escolaridade, enfrentavam dificuldades no processo administrativo sendo, portanto, importantes as capacitações oferecidas pelas ONG s, universidades e prefeituras, para que esses trabalhadores pudessem melhor se organizar. Os catadores estudados demonstraram pouco conhecimento sobre o destino dos recicláveis a partir da comercialização. De modo geral, a história dos catadores, organizações e materiais recicláveis, se dá porque esses trabalhadores buscam o trabalho da catação pela situação de desemprego, no entanto, essa possibilidade se dá também aliada pelo crescimento populacional, pela industrialização e mudanças nos hábitos de consumo, onde propicia o crescimento das indústrias de reciclagem, uma vez que há um grande número de pessoas que catam esses materiais recicláveis podendo reinseri-los nas indústrias. Estes catadores se organizam por meio de organizações (associações e cooperativas), em busca de melhores condições de trabalho, e consequentemente melhor renda.
