With the exploratory and descriptive research, in this study it was sought to analyze how the public federal servants' health care implementation is institutionalized at the Federal University of Viçosa, in the state on Minas Gerais, southeast of Brazil, in the representation of its superior level technician servants. Although all public administration organs are exposed to the policy, it was adopted a federal institution of higher education as a case study, the Federal University of Viçosa - UFV , the reason why the qualitative approach was predominant. Word recall, focus group and interviews were the techniques used to the data collection. In their evaluation, the content analysis was employed with the assistance of QSR N6 software. The institutional theory gave theoretical basis, which enabled a better data understanding. The results revealed that all isomorphic homogenization processes that allowed analyzing the reality portrayed by servants are present in the institutional environment in Viçosa. In addition, aspects that will help to a better understanding of the public policy implementation period and that also provided information that can assist in these processes, maximizing the continuation degree of this policy, were indentified.
