The central objective of this research is to present a proposal for a Strategic Environmental Assessment (SEA) to search for alternatives to the dichotomy between the initiatives of urbanization and the creation of a protected area in the watershed of São Bartolomeu River, in Viçosa - MG. This basin, through the Water Treatment Plant I (ETA I), is responsible for supplying water to 65% of the city population and 100% of the Federal University of Viçosa (UFV) campus. However, increasing urbanization in the region of its headwater has significantly changed the land use, causing direct negative impacts on the quality and availability of water. UFV historical records indicate that the flow of São Bartolomeu River in the dry period in the decades from 1970 to 1990 was double the observed current flow (6,000 L / min). As a way of addressing the problem, the creation of a protected area, as an Environmental Protection Area (APA), is seen as the main solution by the local society. After a better understanding of this dichotomy and analysis related to assessments at the strategic level, through review of national and international literature studies, the applicability of SEA in this context becomes evident. With this study, we can say that, nationally, this method is still little known by the public, by the academic community and by organized society. However, the experience in other countries and international institutions demonstrates the effectiveness of SEA when applied prior to the initial stages of planning and design of public and private initiatives, confirming the importance of the dissemination of this type of evaluation in Brazil.
