Starting in the 1990's the Brazilian policy regarding agrarian reform landless settlements was strengthened due to pressure put upon the national government by those fighting for land. This has shifted more government attention toward the implementation of agrarian reform through the establishment of settlements of the landless. As the number of agrarian reform settlements increases significantly in all Brazilian states, the academic discussions regarding this topic have become increasingly more passionate and varied. As such, this thesis aims to analyze the interaction between the urban population and those landless, who were settled thru agrarian reform, in the southern state of Espírito Santo. It also seeks to explore aspects of agrarian reform in the state, and finally, to draw a social economic outline of settlement projects in the region. The empirical focus is on the reality of 12 settlement projects in 7 municipalities in the southern state of Espírito Santo. This work uses Norbert Elias' ideas and conceptions about the "established" and the "outsiders" as a central point for the discussion. The main researches' results identified that there is a conflict in the relation between the urban population and the landless who were settled by agrarian reform, concerning mainly the attribution of anomic factors to the settled landless by the urban population. The urban population's view only changes when program beneficiaries move from being the landless to being farmers. In their turn, the projects beneficiaries make the efforts to leave the "outsiders" condition, stressing the positive aspects of the settled condition, and putting themselves as farmers instead of landless. Another highlighted point was the evidence that a different point of view is given by the urban population concerning the beneficiaries of the Crédito Fundiário projects. That is because these projects don t violate the municipalities' property rights and neither object to the local order.
