Desafios da implantação de políticas públicas: o PRONAF em Tocantins-MG

Resumo: | Family farming has social and economic importance to Brazil. This importance had been institucionalized by the Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF), a program of public policy created in 1996 to finance the production in agricultural establishments, infrastructure and municipal services, to enable and professionalization of family farmers and enable extension services to this segment of Brazilian agriculture. The empirical focus of this work took into consideration family farmers in the municipality of Tocantins-MG, whose trajectories along the Pronaf are representative of the incidence of the program. Our results show that the program is an important mechanism to support family farming, recognized by public administrators and local farmers themselves. However, the data indicate that there are still some problems that make it difficult for farmers less capitalized to access credit. Among these, we highlight the lack of integration of social actors who operate it locally; deficiencies in the disclosure program in the city studied, especially with regard to its rules and contract conditions; the insecurity of farmers to take on debts by the Banco do Brasil, financial manager of the program; the exaggeration of this bank, in your local branch, with warranty requirements, hindering the operations of renovation and expansion of the number of contracts; and the selective nature of the program created by the confluence of the factors listed above. This results a selective access to credit, generation benefit to land owners who are more capitalized. At the same time we highlight the importance of Pronaf, we believe, basedon the results of the study undertaken, the participation andaccess to credit resources PRONAF has not met the real demands of family farmers in Tocantins-MG. Agreeing with other authors we show that the program need adjustments, including those related to the distribution of resources in order to introduce the family farmers on potential markets, collectively and with fewer requirements and guarantees. In general, we believe that the operation of the program occurs through actions and are disjointed and fail to produce effective changes in the socioeconomic situation of the target population, making the program does not achieve its full objectives. |

A materialização dessa importância veio com a criação do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf), um programa de política pública criado em 1996 e destinado a financiar a produção nos estabelecimentos agropecuários, a infra-estrutura e serviços municipais, a capacitar e profissionalizar agricultores familiares e possibilitar serviços de extensão rural para esse segmento da agricultura brasileira. O recorte empírico deste trabalho teve como referência agricultores familiares do município de Tocantins-MG, cujas trajetórias junto ao Pronaf são representativas da incidência do Pronaf. Os resultados desta pesquisa demonstram que o programa é um importante mecanismo de apoio à agricultura familiar, reconhecido pelos gestores públicos locais e pelos próprios agricultores familiares. No entanto, os dados indicam que ainda persistem alguns problemas que dificultam o acesso dos agricultores menos capitalizados aos recursos deste programa de crédito. Entre estes, destacam-se a falta de integração dos atores sociais que operacionalizam localmente o Pronaf; as deficiências na divulgação do programa no município estudado, principalmente no que diz respeito às suas regras e condições de contratação; a insegurança dos agricultores para assumir dívidas junto ao Banco do Brasil, gestor financeiro do programa; o exagero deste banco, em sua agência local, nas exigências de garantias, dificultando as operações de renovação e ampliação do número de contratos; e o caráter seletivo do programa que decorre da confluência dos fatores anteriormente enumerados e que faz com sejam os agricultores que têm o título de propriedade da terra aqueles que acessam prioritariamente o programa. Ao mesmo tempo em que destacamos a importância do Pronaf, consideramos, a partir dos resultados do estudo empreendido, que a participação e o acesso aos recursos creditícios do Pronaf no município de Tocantins não tem atendido às demandas reais dos agricultores familiares ao manter em suas bases uma lógica que privilegia os segmentos mais capitalizados e ainda dificulta a inclusão dos agricultores menos capitalizados. Concorxii damos com diversos autores que demonstram a necessidade de realizar ajustes neste programa, inclusive aqueles relacionados à forma de distribuição dos recursos, de modo a inserir o agricultor familiar nos potenciais mercados, de forma coletiva e com menores exigências e garantias.
