Programa de Assistência Estudantil da Universidade Federal de Viçosa/MG: Repercussões nos Indicadores Acadêmicos e na Vida Pessoal, Familiar e Social dos Beneficiários

Resumo: | The student assistance is an important tool for public brasilian higher education institutions, as a commitment to meeting the demands of society. In our country, to continue their studies at the college level is still extremely difficult for many individuals, due mainly to the economic risks of exposure of family units. Socioeconomic variables affect not only in the admission, but also on the likelihood of retention and dropout. However, the adoption of measures of opportunities for access and remain in higher education, combined with programs to support students, can reverse this situation. Futhermore, despite the significant demand for student assistance and its legal establishment, there are no evaluative studies on its results and impacts. In this context, the objective was to evaluate the dynamics of the Student Assistance Program, Federal University of Viçosa (UFV), campus Viçosa, while process and outcome, through a descriptive and exploratory approach, with qualitative and quantitative methodological approach. Specifically, we sought to examine the implications of the program in academic indicators and living conditions of students benefit as well as personal, family and social development of graduates. The results show that the UFV student assistance has been tracking the Brazilian reality the policies adopted over time. Initially, with more specific actions, aimed at students' basic needs such as housing and food, and later with actions aimed more broadly meet the student demands for permanence. The criteria used for evaluation and characterization of the social vulnerability of the students are consistent with the theoretical framework presented, while focusing on economic question and social indicators as having the income, asset ownership, work, health and structure family. Uses objective criteria as family incomes and subjective information about the structure and the living conditions of families (housing, profession, job, income, number of dependents, health problems etc.), seeking knowledge of their realities and situations that lead to social vulnerability. In the perception of the students, the benefits positively affect their academic performance and provide conditions for the student to complete their course in a timely manner, as evidenced by retention and graduation rates. Most students agree that student assistance contributes to the development of human capital, from the time it provides the opportunity to complete a bachelor degree and get skills for entering the labor market in better condition, or conduct courses training such as graduate. The benefits received positively interfered in their life projects, within the family allowed a family relationship more peaceful with decreased spending and, in relation to social networks, enabled the development of human relations, demonstrating the effectiveness of the program. In this context, it can be concluded that the actions of student assistance should not be viewed as expenditure but as an educational investment, because its effects are broad, going beyond the person of the beneficiary, extending to the family and social context. Is a tool to extend the capabilities and social opportunities, influencing the quality of life of both recipient and their families. |

Em nosso país, a continuidade dos estudos em nível superior é ainda extremamente difícil para muitos indivíduos, em função, sobretudo, da exposição das unidades familiares aos riscos econômicos. As variáveis socioeconômicas incidem não apenas sobre o ingresso, mas também sobre a probabilidade de retenção e evasão. No entanto, a adoção de medidas de oportunidades de acesso e de permanência no ensino superior, combinadas com programas de apoio aos estudantes, pode reverter esta situação. Além disso, apesar da significativa demanda por assistência estudantil e do seu estabelecimento legal, inexistem estudos avaliativos sobre seus resultados e impactos. Nesse contexto, objetivou-se avaliar a dinâmica do Programa de Assistência Estudantil da Universidade Federal de Viçosa (UFV), campus Viçosa, enquanto processo e resultado, por meio de uma abordagem descritiva e exploratória, com enfoque metodológico qualitativo e quantitativo. Especificamente, buscou-se examinar as implicações do Programa nos indicadores acadêmicos e nas condições de vida dos estudantes beneficiados, bem como na vida pessoal, familiar e social dos egressos. Os resultados mostram que a assistência estudantil da UFV vem acompanhando a realidade brasileira das políticas adotadas ao longo do tempo. Inicialmente, com ações mais pontuais, voltadas para as necessidades básicas dos estudantes, como moradia e alimentação e, posteriormente, com ações que visam atender de forma mais ampla as demandas estudantis. Os critérios utilizados para avaliação e caracterização da situação de vulnerabilidade social dos estudantes estão coerentes com o arcabouço teórico apresentado, apesar de se concentrar na questão econômica e social, tendo como indicadores a renda, a posse de bens, o trabalho, a saúde e a estrutura familiar. Como critério objetivo utiliza-se a renda das famílias e como subjetivos, as informações sobre a estrutura e as condições de vida das famílias (moradia, profissão, trabalho, renda, número de dependentes, problemas de saúde etc.), buscando-se o conhecimento de suas realidades e das situações que levam à vulnerabilidade social. Na percepção dos estudantes, os benefícios interferem positivamente em seu rendimento acadêmico, além de proporcionar condições para que o estudante conclua seu curso em tempo hábil, como constatado pelos índices de diplomação e retenção. A maioria dos estudantes concorda que a assistência estudantil contribui para o desenvolvimento do capital humano, a partir do momento em que proporciona a oportunidade de concluir um curso superior e adquirir capacitação para o ingresso no mercado de trabalho em melhores condições, ou de realizar cursos de capacitação, como os de pós-graduação. Os benefícios recebidos interferiram positivamente em seus projetos de vida. No âmbito familiar permitiu um relacionamento mais tranqüilo com a diminuição das despesas e, em relação às redes sociais, proporcionou o desenvolvimento das relações humanas, demonstrando a efetividade do programa. Nesse contexto, pode-se concluir que as ações de assistência estudantil não devem ser vistas como gastos e sim como um investimento educacional, pois suas repercussões são amplas, indo além da pessoa do beneficiário, estendendo-se para o âmbito familiar e social.
