Fatores determinantes para a expansão do setor sucroalcooleiro em Minas Gerais

Resumo: | The state of Minas Gerais has one of the main areas for expansion of sugarethanol production, and its government published on February 12th, 2009, the Decree No. 45041, which regulates the installation of factories for the production of sugar and alcohol. Among other provisions, it emphasizes the requirement of the factory to purchase from others at least 30% of sugar cane needed for its production process and implant programs and projects for the benefit of its employees and local communities, with the objective of ensuring labor and social rights. The new projects should consider the existence of other plants or projects with the formalized intention of deployment in the region where it s intended to install a new plant, considering that those projects which the coverage area coincides with other developments in the sector in the state will not be approved. Given the heterogeneity of the various micro regions for the variables analyzed in relation to the potential for expansion of cultivation of sugar cane, it becomes imperative to contextualize their potential and identification of factors related to the expansion of sugar-ethanol sector, in order to prioritize the use of areas with a better profile of generation resources with this activity, lower environmental impacts and greater social gains. Thus, this study aimed to identify potential factors for the delimitation of areas for expansion of the sugar-ethanol activity in the state of Minas Gerais, Brazil, considering the current legislation. In this regard, it was adopted the principle that legal requirements may change the spatial concentration of sugar-ethanol activity in the micro regions of Minas Gerais. From this argument, it was defined variables related to the expansion of sugar-ethanol activity and, using factor analysis and clustering, it was identified the factors linked to the activity and to the groups of micro regions with greater potential of expansion. Besides, it was used the Expansion s Potential of Sugar-Ethanol Activity Index (EPSEAI), being a proxy of the micro regions potential about the location of new facilities with their entry or expansion of sugar cane plantations in Minas Gerais. It was verified that there is a direct relationship between the areas with sugar cane plantations and the areas where there is greater land concentration, higher GDP per capita and lower population concentration that lives in the country. Also, from the clustering and the EPSEAI, it was verified that the expansion should concentrate in 4 micro regions in Minas Gerais: Paracatu, Unaí, Uberaba and Uberlândia. Thus, after identifying the main constraints and main areas for expansion of sugar-ethanol activity, it was concluded that legal requirements may change the concentration of sugar-ethanol factories in the state, with the growth of the activity in the micro regions of Paracatu, Unaí, Uberaba and Uberlândia. |

Entre outras providências, ressalta-se a exigência da unidade industrial adquirir de terceiros pelo menos 30% da cana-de-açúcar necessária ao seu processo produtivo e que implante programas e projetos em benefício de seus trabalhadores e comunidades locais, com objetivos de assegurarem os direitos trabalhistas e sociais. Os novos projetos deverão considerar a existência de outras usinas ou projetos com intenção formalizada de implantação na região onde se pretende instalar uma nova usina, considerando que não serão aprovados projetos com área de abrangência coincidente com outros empreendimentos do setor no Estado. Tendo em vista as heterogeneidades das diversas microrregiões em relação às variáveis analisadas no tocante ao potencial para a expansão da cultura de cana-de-açúcar, torna-se imprescindível a contextualização das suas potencialidades e a identificação dos fatores relacionados à expansão do setor sucroalcooleiro; pois, com a priorização no aproveitamento de áreas com melhor perfil de geração de recursos, haverá menores impactos ambientais e maiores ganhos sociais. Assim, este trabalho buscou identificar fatores potenciais para a delimitação de áreas de expansão da atividade sucroalcooleira no estado de Minas Gerais, considerando a legislação vigente. Nesse aspecto, adotou-se o princípio de que as exigências legais poderão alterar a concentração espacial da atividade sucroalcooleira nas microrregiões do estado de Minas Gerais. A partir desse argumento, foram definidas variáveis relacionadas à expansão da atividade sucroalcooleira, e utilizando-se das análises fatorial e de agrupamentos, identificaram-se os fatores vinculados à atividade e aos grupos de microrregiões com maior potencial de expansão da mesma. Ainda, foi utilizado o Índice de Potencial de Expansão da Atividade Sucroalcooleira (IPEAS), sendo uma proxy da potencialidade das microrregiões quanto à localização de novas instalações com a respectiva introdução ou expansão das plantações de cana-de-açúcar no estado de Minas Gerais. Verificou-se que há relação direta das áreas com culturas de cana-de-açúcar e as áreas onde existe maior concentração fundiária, maior PIB per capita e menor concentração da população residente no campo. Também, a partir da análise de agrupamentos e do IPEAS, verificou-se que a expansão poderá se concentrar em quatro microrregiões do estado de Minas Gerais: Paracatu, Unaí, Uberaba e Uberlândia.
