Viabilidade de sistemas produtivos de borracha natural na Amazônia: o caso do extrativismo na Resex Chico Mendes

Resumo: | The development of sustainable public policies with the valuation of ecosystem goods and services (VES) is essential for the preservation of the Amazon rainforest. In this context, this study aims to value ecological and economically the natural rubber in the Chico Mendes Extractive Reserve (RCM). The extraction of latex from rubber trees in native forest in southeastern Acre was assessed by modeling the spatial distribution of density, productivity estimation and profitability calculation of products Pressed Virgin Rubber (PVR), Liquid Latex (LL) e Liquid Smoked Sheet (LSS) under two scenarios, in the presence (PS) and absence (AS) of government subsidy. Furthermore, using estimated productivity data of rubber plantations we identified deforested areas with economic viability to produce natural rubber. The model estimated a total potential production of 891.14 tons of dry rubber in 2.5 million hectares (ha) in the forest of the study area, and LL was the product with profitability and Equivalent Annual Annuity (EAA) of 3,24 U.S$/ha in the scenario that represents 75% of total productivity in PS. However, the income produced in the best scenario is not competitive when compared to other agricultural activities. Moreover, the deforested areas have ecological attributes for rubber plantations success, and the LSS was the product that showed the average EAA greater of 271 U.S$/ha. On the other hand, product LL would require support in the establishment costs to generate significant and highly competitive EAA in comparison to livestock (at least 17 U.S. $ / ha). Acre has improved the economic and political efforts to protect and sustain their protected areas of sustainable use. The subsidy is a tool that helps to contain the complete removal of forest vegetation; however, the subsidy on price of 3.9 U.S$/kg of dry rubber in the product LL does not compensate the extraction for all areas of the RCM. Deforested areas intended for production systems like rubber cultivation, may be an alternative of competitive and sustainable income for the tappers and farmers in the area of RCM. National and international investments for forest conservation could assist with the costs of the establishment of rubber plantations, which, for 60% of the total deforested area, 0.54 million ha, correspond to an initial investment of U.S$ 4 million, in addition to installing a pest and disease monitoring system, and technical assistance. |

Neste contexto, este estudo tem como objetivo valorar ecológica e economicamente a borracha natural na Resex Chico Mendes (RCM). A extração de látex das seringueiras nativas na floresta no sudeste do Acre foi valorada mediante modelagem espacial da distribuição da densidade, estimativa da produtividade e cálculo da rentabilidade dos produtos Cernambi Virgem (CV), Látex Líquido (LL) e Folha de Defumada Líquida (FDL), sob dois cenários, na presença (PS) e ausência (AS) de subsídio governamental. Além disso, utilizando dados da produtividade esperada de plantios de seringueira, foram identificadas áreas desmatadas com viabilidade econômica para a produção de borracha natural. O modelo estimou uma produtividade potencial total de 891,14 toneladas de borracha seca nas 2,5 milhões hectares (ha) de floresta da área de estudo, e o LL foi o produto com renda e com valor anual equivalente (VAE) de 3,24 US$/ha no cenário que representa 75% da produtividade total na PS. Entretanto, a renda que produz o melhor cenário não é competitiva quando comparada a outras atividades agrícolas. Por outro lado, as áreas desmatadas têm atributos ecológicos para o sucesso das plantações de seringueira, e o FDL foi o produto que apresentou o VAE médio maior atingindo 271 US$/ha. Ao contrário, o produto LL precisaria de auxílio nos custos de formação para gerar VAEs significativos e altamente competitivos em relação à pecuária (no mínimo de 17 US$/ha). O Acre tem avançado nos esforços econômicos e políticos para proteger e sustentar suas unidades de conservação de uso sustentável. O subsídio é uma ferramenta que ajuda a conter a retirada total da vegetação florestal, no entanto, a subvenção no preço de 3,9 US$/kg de borracha seca do produto LL não compensa a extração em todas as zonas da RCM. Áreas desmatadas destinadas a sistemas produtivos como heveacultura podem ser uma alternativa de renda sustentável e competitiva para os seringueiros e fazendeiros na área da RCM.
