Licenciamento, conflito e justiça ambiental: uma análise a partir dos coletivos em rede na Zona da Mata mineira

Resumo: The present study aims to describe and analyze the formation process of the identified social network in the Zona da Mata in the state of Minas Gerais, Brazil, structured for the defense of the interests of communities affected by dams. We sought to identify the field of values around which the network was built, as well as highlight the limitations, conquests and prospects for its performance in the construction of environmental justice. Thus, taking as background the prospect of organized society in network, as brought by Castells (1999), the social network under analysis was understood as a social network formed by collective nodes, or, in other words, as expressed by Sherer-Warren (2006), collective in network, ie, a network that is formed by other networks. To this extent, the social network that was our object of study is part of a much broader context, becoming itself not only a network, but also the node of a more complex structure that is designated by Scherer-Warren (2006) as a social movement network. Thus, seeking to highlight the contradictions arising from the implementation of ventures such as dams that, legitimized as essentials to the development of the country, have left little room of choice for local people imposed by the choices made for the "development", the social network analyzed, as network and node, has shown its importance in contributing to the process of legitimation of rights and construction of environmental justice.

Buscou-se identificar o campo de valores em torno do qual a mesma foi construída, bem como destacar as limitações, conquistas e perspectivas de sua atuação na construção de justiça ambiental. Assim, tomando-se como pano de fundo a perspectiva da sociedade organizada em rede, tal como trazida por Castells (1999), a rede social sob análise foi problematizada enquanto uma rede social formada por nós coletivos, ou, em outras palavras, conforme expressa Sherer-Warren (2006), enquanto coletivos em rede, ou seja, uma rede que é formada por outras redes. Nesta medida, a rede social que consistiu em nosso objeto de estudo insere-se num contexto muito mais amplo, tornando-se, ela mesma, enquanto rede, também o nó de uma estrutura mais complexa que é designada por Sherer-Warren (2006) como rede de movimento social.
