Competências gerenciais dos pró-reitores em uma instituição de ensino superior: um estudo de caso na Universidade Federal de Viçosa

Resumo: Considering the usefulness of the managerial competence concept in the academic administration concept, this study was carried out to identify the managerial competences necessary to prorectors in the Universidade Federal de Viçosa (UFV). Other objectives were simultaneously searched, such as: to survey the documents related to the Prorector's function in UFV; to describe the Prorector's function; to identify the perception of the research social subjects on the nature of the Prorector's function; and to identify the demands this function receives from its work environment, that is the unfolding of those demands into managerial competences that are necessary to Prorectors. It is believed that the mapping of the managerial competences represented an attempt to thinking carefully on the qualification to exercise managerial roles in the university administration that has been entitled by several authors as unskillful administration. After a bibliographical revision on the subject, some semistructured interviews were performed with two groups chosen in a convenient sampling. The first group (A) were constituted by teachers performing the function of Prorector in UFV, whereas the second group (B) was composed by functionaries were subordinate to the Prorectors. The interviewees' verbalizations were analyzed, by using the Content Analysis technique, as important passages were distinguished, then appearing the analysis categories. In interpretations, the passages of the interviewees' reports were opposed to the literature and to the secondary data collected. No description of the competences necessary to the Prorector were found in the available documents. In the interviews, the Prorector´s attributions that are not foreseen and refer to the interaction with the academic community's members. According to interviewees, the management of the conflicts among the employees is inherent to Prorector´s function, besides being as an important attribution, since those conflicts can affect the accomplishment of the objectives and organizational projects. The interviewees emphasized the Prorector should not just be a bureaucrat, who mechanically follows the norms imposed by the Institution´s legal apparatus. The competence attributes necessary to a common Prorector between the interviewees' A and B groups were: political ability, communication, organizational structure knowledge, creativity, institutional spirit, professional experience in the Institution, leadership, interpersonal relationship, making decision, teamwork, systemic vision. In addition, the A- group interviewees also mentioned: time administration, humility, proactivity, planning, and knowledge on the way to managing the financial resources. Besides those attributes, the group B´ interviewees mentioned: the compromising, the need to knowing managerial techniques, the initiative. It was observed the mentioned competence attributes to represent behavior patterns by those leaders who are accepted by the academic community, besides assuring the individual´s permanence at Prorector position. In UFV, the political aspects related to the Prorector's position rather contribute to the conviction that creation of the culture for training the Institution´ leaders is unnecessary. Because the absence of the technical aspects related to managerial attributes in the interviewees' reports, it is suggested the results of this research to be used as base for managerial trainings from which the contents should be added with the study of the meaning as well as the tools related to each attribute of the Prorector´s managerial competence, besides the interviewees' experiences as leaders.

Simultaneamente, buscou-se fazer um levantamento de documentos relacionados à função de Pró-Reitor na UFV, assim como descrever a função de Pró- Reitor, identificar a percepção dos sujeitos sociais da pesquisa sobre a natureza do exercício da função de Pró-Reitor, além de identificar as demandas que esta função recebe de seu ambiente de trabalho, ou seja, o desdobramento, dessas demandas em competências gerenciais necessárias aos Pró-Reitores. Acredita-se que o mapeamento das competências gerenciais representou uma tentativa de refletir sobre a capacitação para exercer papéis gerenciais na administração universitária, que tem sido intitulada como administração amadora. Procedeu-se a uma revisão bibliográfica sobre o assunto e, posteriormente, entrevistas semi-estruturadas com dois grupos escolhidos em uma amostragem por conveniência. O primeiro grupo (A) foi composto de professores, que exerceram a função de Pró-Reitor na UFV, enquanto, o segundo grupo (B) foi formado por subordinados dos Pró-Reitores. As verbalizações dos entrevistados foram analisadas utilizando-se a técnica de Análise de Conteúdo, sendo que trechos importantes foram destacados, surgindo, então, categorias de análise. As interpretações foram feitas, contrapondo trechos dos relatos dos entrevistados com a literatura e com dados secundários coletados. Verificou-se que, na UFV, não consta nos documentos encontrados a descrição de competências necessárias ao Pró-Reitor. Foram apuradas, por meio das entrevistas, as atribuições não previstas do Pró-Reitor, que se referem, na maioria dos casos, a atividades ligadas à interação com os membros da comunidade acadêmica. Segundo os entrevistados, o gerenciamento dos conflitos entre os funcionários é inerente à função de Pró-Reitor, sendo uma importante atribuição, pois, esses conflitos podem afetar o cumprimento de objetivos e projetos organizacionais. Os entrevistados ressaltaram que o Pró-Reitor não deve ser apenas um burocrata, que segue mecanicamente as normas impostas pelo aparato- legal da Instituição. Os atributos de competência necessários a um Pró-Reitor, comumente citados pelos grupos A e B foram: capacidade política, comunicação, conhecimento da estrutura organizacional, criatividade, espírito institucional, experiência profissional na Instituição, liderança, relacionamento interpessoal, tomada de decisão, trabalho em equipe, visão sistêmica. Além destes atributos, os entrevistados do grupo A ainda citaram: administração do tempo, humildade, pró-atividade, planejamento, saber administrar os recursos financeiros. Os entrevistados do grupo B citaram, além daqueles atributos o comprometimento, a necessidade de conhecer técnicas gerenciais, além da iniciativa. Percebeu-se que esses atributos de competência representam padrões de comportamento dos dirigentes, aceitos pela comunidade acadêmica e que garantem a permanência de um indivíduo na função de Pró-Reitor. Os aspectos políticos relacionados à função de Pró-Reitor na UFV contribuem para a crença que a criação de uma cultura de treinamento dos dirigentes na Instituição, seja desnecessária.
