Condições de trabalho docente na universidade frente ao Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (Reuni)

Resumo: | This dissertation aims to analyze the teaching work conditions ahead the implementation of the Program of Support for the Restructuring and Expansion of Federal Universities (Reuni) at a public university in Minas Gerais, Brazil. Reuni was established by Decree number 6096 of April 24, 2007. This program aims at gradually raising the overall completion rate average of presential undergraduate courses to 90% and the ratio of students in undergraduate courses per teacher to 18 in the end of five years, from the start of the program in each federal university. Furthermore, the objective is also to create conditions for increased access and retention in higher education at the undergraduate level, the better utilization of physical infrastructure and human resources of the federal universities, and to promote an academic-curricular restructuring and pedagogical renewal of higher education. This research was based on the assumptions of qualitative research. The locus of investigation was a public university, in Minas Gerais, Brazil, and the subjects were selected among the university professors of the aforementioned university, who teach in undergraduate courses (Chemistry, Mathematics, Biology) created with the Reuni resources. The research took place in two stages: through research and documentary analysis and through questionnaires. The documents were analyzed through content analysis (Bardin, 2004). Meanwhile, data from the questionnaire were interpreted in the light of the analysis of prose (ANDRÉ, 1983). It was used the data triangulation technique to answer the questions proposed in the initial search. It was realized, from the documents related to the Reuni program implementation, in the university under study, that the increase in students enrollment, conducted by Reuni, is a process that is not accompanied by replacement of professors, technical, and administrative staff vacancies and the expansion of infrastructure. It was also exposed the vision of professors, who work in undergraduate nocturnal courses created exclusively with Reuni resources, about their working conditions facing the implementation of the program. The subjects of this study reinforced the view that the contemporary public university is experiencing a democratization of education, and that the federal program Reuni contributes to the expansion of federal universities and increase the number of students. The participants of this research believe that the main consequence of the Reuni for their work is the largest amount of students and heterogeneity among them. They realize the intensification of teaching from the different activities required from the professor (teaching, research, extension, administrative activities) linked to the recovery by productivity. They believe that the expansion of university is valid since it is accompanied by compatible funding. |

They believe that the expansion of university is valid since it is accompanied by compatible funding.Este trabalho de dissertação teve como objetivo analisar as condições de trabalho docente frente à implementação do Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (Reuni) em uma universidade federal mineira. O Reuni foi instituído por meio do Decreto nº 6096, de 24 de abril de 2007, tendo como meta global a elevação gradual da taxa de conclusão média dos cursos de graduação presenciais para 90% e da relação dos alunos de graduação em cursos presenciais por professor para 18 ao final de cinco anos, a contar do início de cada plano das Universidades Federais. Além disso, objetiva-se ainda, criar condições para a ampliação do acesso e permanência na educação superior, no nível de graduação, pelo melhor aproveitamento da estrutura física e de recursos humanos existentes nas universidades federais e promover a reestruturação acadêmico-curricular e a renovação pedagógica da educação superior. Essa pesquisa pautou-se nos pressupostos da pesquisa qualitativa. O lócus de investigação foi uma universidade pública mineira e os sujeitos da pesquisa foram selecionados a partir do universo de professores da referida universidade, que lecionam em cursos de licenciaturas (Química, Matemática, Ciências Biológicas) criados com recursos do Reuni. A investigação se deu em duas etapas: por meio da pesquisa e análise documental e por meio da aplicação de questionários. A pesquisa documental foi analisada através da análise de conteúdo (BARDIN, 2004). Já os dados provenientes do questionário foram interpretados à luz da análise de prosa (ANDRÉ, 1983). Foi utilizada a técnica de triangulação de dados para responder a problemática levantada inicialmente na pesquisa. Percebemos, pela análise dos documentos referentes à implementação do Programa Reuni, que na universidade em estudo, a ampliação de vagas discentes, realizada pelo Reuni, constitui um processo que não está sendo acompanhado pela reposição de vagas docentes, de servidores técnico-administrativos e ampliação da infra-estrutura. Trouxemos também, a visão dos professores que atuam nas licenciaturas noturnas criadas exclusivamente com recursos do Reuni, acerca das suas condições de trabalho frente à implementação do Programa. Os sujeitos desse estudo reforçaram a visão de que a universidade pública contemporânea vive um momento de democratização do ensino, e que o programa federal Reuni, contribui para a expansão das universidades federais e aumento do número de alunos. Os docentes da pesquisa acreditam que a principal consequência do Reuni para o seu trabalho, é a maior quantidade de alunos e a heterogeneidade entre eles. Percebem a intensificação do trabalho docente a partir das diferentes atividades demandadas ao professor universitário (ensino, pesquisa, extensão, atividades administrativas) vinculadas à cobrança por produtividade.
