With the promulgation of the 1988 Constitution, held political and administrative decentralization, ie, there was a greater autonomy of municipalities, at the same time began to receive new assignments before competent state and / or federal. Therefore, administrative decentralization, while it gave greater managerial freedom to municipalities, also caused a number of problems to them, creating challenges for public management. In this sense, the municipalities needed strive to streamline management, particularly from its planning. This study was to identify and analyze the efforts to institutionalize the municipal planning, based on the Institutional Theory, which could be contribute by analyzing the efforts of institutionalization of municipal planning. The nature of the research is a qualitative study and, as to the purposes, a descriptive study. The methodological procedures are operationalized in collecting data through the application of semistructured interviews, questionnaires and documentary research, and data analysis through content analysis. The base of the case study was taken in São João del Rei, located in the middle region of the field of Strands in Minas Gerais. As a result of this research, it was found that no structures that support the implementation of the Participative Urban Master Plans (PUMP) as opposed to the situation of the Municipal Multi-Annual Plan (MMAP), in which it was possible to verify that there are works towards its institutionalization through the creation of structures and training of servers. From the ten propositions in which this research is based, none was fully accepted, seven were partially accepted and three were rejected. This indicated that the planning system from the municipality is not institutionalized, although they have been noted initiatives towards this institutionalization.
