From the observation of the large number of business incubators for technology-based (IEBT), public investment in these organizations and the scarcity of academic research that present evaluation systems that consider the effectiveness of IEBT to induce technological innovation, this study part in research on IEBT - considering the incubation process as one of the mechanisms that induce the process of technological innovation. The aim of this study was to develop a system to evaluate the incubators of technology-based as mechanisms that induce technological innovation. In this context, this paper presents an evaluation of IEBT as mechanisms that induce technological innovation. In this context, this work presents an evaluation of IEBT as mechanisms that induce technological innovation. Was elaborated an analytical model based on the theory and the theory of neoschumpeteriana resource-based view to understand the process of stimulating technological innovation in IEBT. There was the state of art about business incubators and technology-based incubation process. The data collection techniques used was based structure survey, direct observation and documentary investigation. For data analysis, we used content analysis for qualitative data and statistical techniques of univariate and multivariate analysis. The indicators of the evaluation system were constructed according to the theoretical approach and the primary data by integrating four dimensions of skills to innovate are they technical competence, relational competence, competence and organizational competence of medium. We identified 53 indicators of which 49 were acceptable after validation with experts. The end result of this work is a proposal for evaluating IEBT as mechanisms that induce technological innovation process. Then, it was evidenced that, the incubators for technology-based companies are legitimized as mechanisms for public policy to stimulate technological innovation is necessary to have an evaluation system for verifying the effectiveness of IEBT as mechanisms that induce technological innovation-MIIT.
