Resumo: | In Brazil, social policies seek to define and redefine strategies to reduce poverty and achieve concurrently the rights of citizenship. However, most programs and social projects have not been able to change the framework of poverty and exclusion, since many of the needs and demands of members of vulnerable families are not completely satisfied. When the family units are faced with the specific problems of the group, combined with the difficulties of the social environment in which they live and who can not resolve, tend to externalize these demands through conflicts, such as violence, disease and neglect. Therefore we need actions capable of preventing situations of risk, through the development of and potential acquisitions, strengthening the ties of family and community. Accordingly, the present study aimed to analyze the process of implementation and development of the Center of Reference of Social Welfare (CRAS), from a practical reality, such as the Center deployed in Guaraciaba-MG. Specifically, we set out to characterize the process of creation, deployment and development of CRAS, identifying your goals, work processes and operations; identify the configuration of families and their socioeconomic conditions for development; examine the quality of networks for the fulfillment socioassistenciais of the goals of the center and examine the positioning of the public involved in CRAS, about the objectives and functions of the Center and its social role. Data were collected through desk research and semi- structured interview with the Municipal Secretary of Social Welfare, with the team's technical CRAS and the families using the center. The research universe consists of 70 families, 20% of the total number of families served in CRAS, characterized as nuclear, during the formation of the life cycle, with low education level, occupations poor and low income level. The results also showed that, despite the short time for deployment of CRAS, the Center´s actions are translated into an important service socioassistencial, in the perception of them searchable. The index of Family Development, is presented below the national average, the situations of exclusion and vulnerability to the families that they are subjected. The interview with the families showed that with the deployment of CRAS, families and their members began to perform activities of professional qualification and/or pleasure, with greater access to information and knowledge. Adding to that, showed great satisfaction with the new ties, developing ties of solidarity and cooperation in the local community. Children and adolescents also were able to develop, through various activities promoted by CRAS, its potential, with reflections on responsibility and improvement of social behavior. Despite all this contribution to the improvement of living conditions of households using the CRAS not develop all their functions, as recommended by the standards of the Ministry of Social Development and Fight against Hunger. This fact is found mainly in regard to the lack of action for referral of families and individuals to the social-welfare services, as well as by the lack of monitoring and tracking the target audience, revealing a weakness in the system of networks. It is therefore clear that the improvement of networking is essential both for the organization and management of the Center and for the families that are not maintained tuteladas the programs of social assistance. Thus, one can conclude that the CRAS not reached, so full construction of protagonism and the autonomy of families users, in function of the situation of dependence and incapacities of the familiar units, derivative of the conditionings impost for the civil, social economic and politics order. |

Porém, grande parte dos programas e projetos sociais não tem conseguido alterar o quadro de pobreza e exclusão, uma vez que muitas das necessidades e demandas dos membros das famílias vulnerabilizadas não são completamente satisfeitas. Quando as unidades familiares se deparam com os problemas específicos do grupo, somados com as dificuldades do meio social em que vivem e que não conseguem resolver, tendem a exteriorizar estas demandas através de conflitos, como: violência, doença e abandono. Assim, são necessárias ações capazes de prevenir situações de risco, por meio do desenvolvimento de potencialidades e aquisições, do fortalecimento de vínculos familiares e comunitários. Nesse sentido, a presente pesquisa objetivou analisar o processo de implementação e desenvolvimento do Centro de Referência da Assistência Social (CRAS), a partir de uma realidade concreta; como é o caso do Centro implantado em Guaraciaba-MG. Especificamente, pretendeu-se caracterizar o processo de criação, implantação e o desenvolvimento do CRAS, identificando seus objetivos, processos de trabalho e funcionamento; identificar a configuração socioeconômica das famílias e suas condições de desenvolvimento; examinar a qualidade das redes socioassistenciais para o cumprimento dos objetivos do Centro e analisar o posicionamento do público envolvido no CRAS, quanto aos objetivos e funções do Centro e seu papel social. Os dados foram coletados por meio de pesquisa documental e entrevista semi-estruturada com a Secretária Municipal de Assistência Social, com a equipe técnica do CRAS e com as famílias usuárias do Centro. O universo da pesquisa foi constituído por 70 famílias, 20% do total de famílias atendidas no CRAS, caracterizadas como nucleares, na fase de formação do ciclo de vida, com baixo nível de escolaridade, ocupações precárias e baixo nível de rendimento. Os resultados também mostraram que, apesar do pouco tempo de implantação do CRAS, as ações do Centro se traduzem em um importante serviço socioassistencial, na percepção do grupo familiar pesquisado. O índice de Desenvolvimento Familiar apresentou-se abaixo da média nacional, pelas situações de exclusão e de vulnerabilidades a que as famílias encontram-se submetidas. A entrevista com as famílias mostrou que, com a implantação do CRAS, as famílias e seus membros passaram a realizar atividades de qualificação profissional e, ou, de lazer; com maior acesso a informações e conhecimentos. Somando a isso, demonstraram grande satisfação com os novos vínculos, desenvolvendo laços de solidariedade e de cooperação na comunidade local. As crianças e os adolescentes também tiveram condições de desenvolver, por meio de diversas atividades promovidas pelo CRAS, suas potencialidades, com reflexos sobre a responsabilidade e melhoria do comportamento social. Apesar de toda essa contribuição para melhoria das condições de vida das famílias usuárias, o CRAS não desenvolve todas suas funções, conforme recomendado pelas normas do Ministério do Desenvolvimento Social e Combate à Fome. Este fato é constatado, principalmente, no que se refere à carência de ações de encaminhamento das famílias e indivíduos para os serviços socioassistenciais locais, bem como, pela falta de acompanhamento e monitoramento do público-alvo, revelando certa fragilidade no sistema de redes. Reconhece-se, assim, que o aprimoramento do trabalho em rede é essencial tanto para a organização e gestão do Centro quanto para que as famílias não se mantenham tuteladas aos programas de assistência social.
