Resumo: | Federal Institutions of Superiors Education (IFES) are fundamental parts of the structure of Brazilian education level and have been expanding their activities. However, these institutions face a budgetary restriction, due to lack of resources, which affect their development very often. Thus, the drawing up of consistent mechanisms for efficiency evaluation, as well as the adoption of incentives to improvement of performance may provide a substantial improvement of the system. This paper had as objective to analyze the technical efficiency on the departments of Universidade Federal de Viçosa (UFV), using models with and without restriction to the weights, according to the weighting adopted by spreadsheet in resource allocation of UFV, and compare the ranking of departments between those two models, identifying with that, departments which improved or got worst. The variables used to evaluate the performance of departments of UFV were related to teaching, research, extension, administration and other activities, the same used in the distribution matrix of resources of UFV. The tool used to achieve this paper objective was Data Envelopment Analysis (DEA), able to quantify the efficiency of the departments which constitute, in order to assist in the detection of specific weaknesses for the establishment of targets. The results evidenced the importance of the analysis of departments efficiency through these two models, because it found the changes in placing between these departments and could, therefore, identify which departments were working in accordance with the weighting of the UFV spreadsheet. Concluded so that departments which improved their position are acting more efficiently than others, optimizing their efforts and allocating their resources in accordance with the spreadsheet of the institution. Now, for departments which did worsen their position, means that their teachers were not doing performing their activities to contemplate this weighting criterion, namely, departments are not acting in order to optimize their efforts, by the fact of their teachers are not allocate their efforts in the proportion suggested by spreadsheet. |

Porém, essas instituições enfrentam uma restrição orçamentária, devida à falta de recursos, que muitas vezes prejudicam seu desenvolvimento. Sendo assim, a elaboração de mecanismos consistentes de avaliação de eficiência, assim como a adoção de incentivos ao aprimoramento de desempenhos podem proporcionar um substancial aperfeiçoamento do sistema. O presente trabalho teve como objetivo fazer uma análise da eficiência técnica relativa dos departamentos da Universidade Federal de Viçosa (UFV), com modelos sem e com restrição aos pesos, segundo a ponderação adotada pela planilha de alocação de recursos da UFV, e comparar o ranking dos departamentos entre os dois modelos, identificando com isso os departamentos que melhoraram ou pioraram de posição. As variáveis utilizadas para avaliar o desempenho dos departamentos da UFV foram relacionadas com ensino, pesquisa, extensão, administração e outras atividades, as mesmas utilizadas na matriz de distribuição de recursos da UFV. A ferramenta utilizada para alcançar o objetivo do trabalho foi a Análise Envoltória de Dados (DEA), capaz de quantificar a eficiência produtiva dos departamentos que a constituem, de forma a auxiliar na detecção de deficiências específicas para o estabelecimento de metas. Os resultados evidenciaram a importância da análise de eficiência dos departamentos por meio desses dois modelos, pois verificou as mudanças de colocação desses departamentos e pôde, com isso, identificar quais departamentos estavam trabalhando de acordo com a ponderação da Planilha da UFV. Concluiu-se com isso que os departamentos que melhoraram de posição estão agindo de forma mais racional do que os outros, otimizando seus esforços e alocando seus recursos de acordo com a planilha da Instituição.
