Resumo: Cooperation between firms, research institutes and the private sector stimulates the improvement of spillovers between those economic agents. This study aimed to analyze the factors associated with the decision of manufacturing firms to engage on R&D cooperative activities and its effect on their performance. The methodology used was based on the estimation of Probit models that were used to estimate the propensity score for determining the impact of cooperation on the firm s performance. We used microdata from the Brazilian Survey of Innovation of 2008 (Pintec). In the analysis of R&D cooperation of manufacturing firms, we identified the appropriability as determinant of the decision to cooperate, which shows the concern of a company about the free-riding effect. The incoming spillovers and complementarities show the importance given to the information flows in the decision to cooperate on R&D. The cost and risk sharing emphasize the lack of private funding and a consolidated venture capital market, beyond the risk perception of the innovative activity. The importance of skills and absorptive capacity of firms is shown by the significance of firm size. The cost and risk sharing, incoming spillovers and complementarities were relevant in determining the decision of R&D cooperation in high technology intensity manufacturing sectors. The analysis of determinants of cooperation on R&D for manufacturing medium-high technological intensity firms, and the analysis of cooperation of such firms with competitors and research institutions has three systematically significant determinants: cost and risk sharing, firm size and complementarities. Concerning R&D cooperation in medium-low technological intensity manufacturing firms, incoming spillovers were systematically significant. It is noteworthy that, in this case, R&D intensity has a negative effect on the cooperation propensity. Regarding the determinants of cooperative agreements for manufacturing firms with low technological intensity, we observed that the appropriability represents learning about control of information flows. The determinants of R&D cooperation have specific standards according to the technological intensity of industry sectors, so that measures adopted in favor of R&D cooperation can affect industries differently. Concerning the impact of cooperation on firm s performance, we conclude that R&D cooperation with research institutions has a positive effect on revenues of innovating firms in the manufacturing industry and on manufacturing firms of high technological intensity. In this case, the results indicate the influence of cooperation on the success rate of product innovations. R&D cooperation has the same effect on innovative firms of low technological intensity sectors, however in this case we believe that there is a higher success rate of process innovations. Cooperation of innovative firms in high technological intensity sectors with universities and research institutes and cooperation of innovative firms in low technological intensity sectors have a positive impact on exports. Moreover, R&D cooperation increases intramural R&D investments on innovative firms in low technological intensity manufacturing sectors.

O trabalho teve como objetivo a análise dos fatores associados à decisão das firmas de manufatura de se envolverem em atividades de cooperação em P&D e verificar seu efeito sobre o desempenho destas. A metodologia utilizada baseou-se na estimação de modelos Probit que foram utilizados para a estimação do propensity score para a determinação do impacto da cooperação sobre o desempenho das firmas. Utilizaram-se os microdados da Pesquisa de Inovação Tecnológica de 2008 (Pintec). Na análise da cooperação para P&D das firmas de manufatura, identifica-se a apropriabilidade como determinante da decisão de cooperar, o que revela a preocupação de uma empresa sobre o efeito free-riding que um parceiro pode obter sobre seus esforços para P&D. Os incoming spillovers e as complementariedades revelam a importância dada aos fluxos de informações na decisão de cooperar para P&D. O compartilhamento de custos e riscos ressalta a falta de financiamento privado externo e de um mercado de capital de risco, além da alta percepção dos riscos da atividade inovativa. A importância das habilidades e capacidade de absorção das firmas é mostrada pela significância do tamanho da firma. O compartilhamento dos custos e riscos, os incoming spillovers, além das complementariedades, mostraram-se relevantes na determinação da decisão de cooperação para P&D das firmas de manufatura de alta intensidade tecnológica. Na análise dos resultados dos determinantes da cooperação para P&D das firmas de manufatura de média alta intensidade tecnológica, de tais firmas com concorrentes e instituições de pesquisa, tem-se que três determinantes são sistematicamente significativos: o compartilhamento de custos e riscos, o tamanho das empresas e as complementariedades. Em relação à cooperação para P&D das empresas da indústria de transformação de média-baixa intensidade tecnológica tem-se os incoming spillovers foram sistematicamente significantes. Vale ressaltar que, nesse caso, a intensidade de P&D tem um efeito negativo sobre a decisão de cooperar. A respeito dos determinantes dos acordos cooperativos das firmas de manufatura de baixa intensidade tecnológica, observou-se que a apropriabilidade representa um aprendizado sobre o controle de fluxos de informação. Os determinantes da cooperação para P&D, segundo a intensidade tecnológica dos setores, apresentam padrões específicos para cada classe de intensidade tecnológica, o que mostra que medidas adotadas em prol da cooperação para P&D podem afetar os setores industriais de forma distinta. A respeito dos impactos da cooperação sobre o desempenho das firmas, conclui-se que a cooperação para P&D com instituições de pesquisa tem um efeito positivo sobre o faturamento do agregado das firmas inovadoras da indústria de transformação e sobre as firmas industriais de alta intensidade tecnológica. Nesse caso, os resultados indicam a influência da cooperação sobre a taxa de sucesso das inovações de produto. A cooperação para P&D produz o mesmo efeito sobre as firmas inovadoras de baixa intensidade tecnológica, contudo, neste caso, acredita-se que haja o aumento da taxa de sucesso das inovações de processo. A cooperação de firmas inovadoras de alta intensidade tecnológica com universidades e institutos de pesquisa e a cooperação das firmas inovadoras de baixa intensidade tecnológica tem um impacto positivo sobre as exportações.
