O Programa Bolsa-Família em um contexto de cidades rurais: o caso de Bambuí-MG

Resumo: It is known that there is a high concentration of income and unequal richness distribution in Brazil, with 21.5% of the population living below poverty line of poverty expressing a great segment of unattended people, living in misery and far from social rights. Brazil has been adopting public policies in social programs aiming at decreasing social differences and vulnerabilities. The Family Grant Program created in January 2004 aims at fighting against famine, misery and promoting and emancipating the poorest families in Brazil, by directly transferring income according to criteria installed by the Law 10.836/2004. Thus, the objective of this was to examine the reality of the FGP (Family Grant Program) in empowering and promoting social inclusion of the families assisted in Bambui/MG, in a rural context as an empirical field. The subjects of the research were the program manager of the city council and 160 families supported by the program extratified proportionally, in a qualitative-quantitative approach with a exploratory-descriptive character in semi-structured interviews. The data were analised with descriptive statistics. The results showed that the city manager sees the program as a way to stimulate the autonomy of the families and access to universal rights, but without leaving the condition of vulnerability because of the lack of complementary programs. In turn, the families sees the FGP with the character of increasing family income and help to fight against famine, which is expressed in a frail citizenship, with limited access to the items relative to everyday survivor. These results reinforced the theory that in Bambuí, the FGP is based only in the tranference of income not making possible to leave poverty and not empowering nor socially including these people, which are tackled only by articulated actions of social mobilization in the context of state action which focuses in the family, income generation, professional qualification and citizenship which do not exist in the city.

Visando mitigar as desigualdades e vulnerabilidades sociais, o Brasil vem adotando políticas públicas em programas de cunho social. Criado em janeiro de 2004, o Programa Bolsa-Família (PBF) objetiva combater a fome e miséria e promover e emancipar as famílias mais pobres do país, com transferência direta de renda, conforme critérios da Lei 10.836/2004. Nesse sentido, este estudo objetivou examinar a realidade do PBF em proceder ao empoderamento e inclusão social das famílias beneficiadas, no município de Bambuí, MG, num contexto de uma cidade rural, sendo esse o seu campo empírico. Tomou-se como sujeitos da pesquisa o Gestor municipal do Programa na cidade mais 160 famílias beneficiárias, estratificadas proporcionalmente, em pesquisa de abordagem qualiquantitativa e de caráter descritivo-exploratório. Após a coleta, por meio de entrevistas, os dados foram analisados fazendo-se uso da estatística descritiva. Os resultados apontaram que o Gestor municipal percebe o Programa como um estímulo à autonomia das famílias e de acesso a direitos universais sem, entretanto, a saída da condição de vulnerabilidade social, pela ausência de programas complementares. Na percepção das famílias, o PBF tem caráter de reforço na renda familiar e auxílio no combate à fome, o que expressa uma cidadania fragilizada, quando muito, ao acesso limitado de bens voltados à sobrevivência cotidiana.
