Eficiência na alocação dos recursos públicos na educação em municípios mineiros

Resumo: | According to the Brazilian Federal Constitution of 1988, Education is a right and a duty of the state and the family. It is also responsible for promoting the development of the individual, preparing him for citizenship and job qualification. Regional inequality to allocate and distribute public resources is still common in many cities, especially in the state of Minas Gerais. This is due to the fact that the state has a large number of municipality units, reflecting on the educational disparities in the country. In this way, this study was carried out to analyze the efficiency in the allocation of public resources in education, aiming at promoting the wellbeing of the state population. As a foundation to the study, the following theoretical approaches were used: Theory of Social Capital, Public Administration, Public Budget, Public Revenue, Public Expenditure, and Fiscal Federalism as a provider of resources in public management indicators, efficiency and effectiveness. The study revealed a gap between the allocation of resources in education and efficiency in their application and thus pointed to the need of the methods used by public managers to be improved in a way that the Government may be able to offer quality public services to the society. The work was done by performing a quantitative approach to Data Envelopment Analysis, Cluster Analysis, Exploratory Data Analysis and Correlation Coefficient of Pearson product moment or linear. The study found out that there are municipalities that were not efficient in managing education resources, demonstrating the weaknesses in public administration and the disparities between the municipalities of Minas Gerais. Therefore, it is necessary to create specific policies for the State of Minas Gerais, in order to provide the society with quality service, since the rates of efficiency did not achieve satisfactory results. |

A desigualdade regional quanto à alocação e distribuição de recursos públicos ainda é recorrente entre os municípios, com destaque para o Estado de Minas Gerais, que possui elevado número de unidades municipais reproduzindo as disparidades educacionais presentes no País. Considerando a importância da educação para o desenvolvimento da nação, esta pesquisa objetiva analisar a eficiência na alocação dos recursos públicos na educação, visando à promoção do bem-estar da população nos municípios mineiros. Para fundamentação do estudo, recorreu-se às teorias do Capital Social, da Administração Pública, do Orçamento Público e da Eficiência e Eficiência na Gestão Pública. O trabalho foi elaborado mediante uma abordagem quantitativa, realizando-se a Análise Envoltória de Dados, a Análise de Cluster, a Análise Exploratória de Dados e o Coeficiente de Correlação do Produto de Momento de Pearson ou Linear. O estudo apontou a existência de municípios que não foram eficientes em sua gestão educacional, demonstrando as fragilidades na gestão pública e as disparidades entre os municípios mineiros.
