Eficiência econômica e ambiental da produção leiteira em Minas Gerais

Resumo: This study analyzed the economic and environmental efficiency of milk production in Minas Gerais in 2005. This study is relevant because milk production in Minas Gerais is both economic and socially important, this state is relevant to the national production and due to the pollution potential of nitrogen resulting from milk production on the environment and human health. The production theory, specifically the concept of efficiency, and the materials balance approach were used as theoretical framework in this study. This theoretical framework allowed estimating the technical, economic and environmental performance, both in the short and the long term. The performance of producers was analyzed in relation to two production systems: intensive and extensive, in the short term. These production systems were present in 25% and 75% of production systems, respectively. The technical, environmental and economic efficiencies were low for both systems, although the performance of intensive producers was higher than extensive producers. The inefficiency of scale was an important factor in the explanation of inefficiency. Results showed that improving the environmental performance would involve costs to producers. Both systems have high technical and economic efficiency in the long run, however, the extensive and intensive producers had low and high environmental efficiency, respectively. Pursuing environmental efficiency also leads to costs for producers of both production systems in the long run. The relationship between socioeconomic and institutional variables and the performance of the producers wasanalyzed by quantile regressions. In the extensive system improved performance is related to the intensity of production or hiring manager and in the intensive system improved performance is related to increased time spent by the producer in activity and improvement in the genetic characteristics of the herd for milk production in the short term under the economic perspective. Improving the environmental performance could be achieved by increasing the intensity of production and the genetic characteristics of the herd for milk production in the short term to extensive producers. For intensive producers, the improvement would be possible through training and increases in production. Increasing the intensity and scale of production is related to reductions in emissions in the long run for both systems.

Increasing the intensity and scale of production is related to reductions in emissions in the long run for both systems.Esse estudo teve como objetivo analisar a eficiência econômica e ambiental da produção láctea em Minas Gerais no ano de 2005 devido à grande importância econômica e social da produção de leite em Minas Gerais, à relevância da produção desse estado para a produção nacional e, principalmente, pelo potencial poluidor do nitrogênio resultante da produção láctea e seus efeitos prejudiciais para o meio ambiente e para a saúde humana,. A teoria da produção, especificamente o conceito de eficiência, a abordagem do balanço de materiais e as relações de curto e longo prazo foram utilizadas para a fundamentação teórica do estudo e permitiram estimar o desempenho técnico, econômico e ambiental para os produtores, tanto no curto como no longo prazo. No curto prazo, o desempenho dos produtores foi analisado em relação a dois sistemas de produção: intensivo e extensivo. Esses sistemas produtivos estavam presentes em 25% e 75% dos sistemas produtivos, respectivamente. Para ambos os sistemas, as eficiências técnica, econômica e ambiental foram baixas, embora o desempenho dos produtores intensivos tenha sido um pouco superior a dos produtores extensivos, sendo a ineficiência de escala fator importante na explicação da ineficiência. Os resultados demonstraram que a melhoria do desempenho ambiental aumentaria os custos dos produtores. No longo prazo, ambos os sistemas apresentaram elevada eficiência técnica e econômica, entretanto, em relação ao desempenho ambiental, os produtores extensivos e intensivos apresentaram baixa e elevada eficiência, respectivamente. No longo prazo, a busca da eficiência ambiental também resultaria emcustos para os produtores de ambos os sistemas produtivos. Para a determinação das relações entre variáveis socioeconômicas e institucionais sobre o desempenho dos produtores, foram estimadas algumas regressões quantílicas. No curto prazo, sob a perspectiva econômica, o sistema extensivo apresentou melhoria do desempenho relacionado à intensidade da produção ou contratação de administrador, e o sistema intensivo apresentou melhoria relacionada ao aumento do tempo dedicado pelo produtor na atividade e aumento da intensidade e adequação genética do rebanho. Da perspectiva ambiental, no curto prazo, para os produtores extensivos, a melhoria do desempenho ambiental poderia ser alcançada via aumento da intensidade da produção e adequação genética do rebanho para a produção leiteira. Para os produtores intensivos, a melhoria seria possível via treinamento e aumentos da produção.
