Política pública de previdência social e o nível de bem-estar: impacto sobre as famílias e municípios de Minas Gerais

Resumo: Social Security represents an important arena of public policy and social expenditures in Brazil, and it reaches a large number of families and impacts on society as a whole. Thus several inquiries have focused on the analysis of the pension systems from the perspective of their impacts as income transfer policies and from the perspective of their cost to society. Nevertheless, the results remain inconclusive, and the relationship between the social security and the level of welfare is still a matter of debate both theoretically and empirically. Overall, this research aims at contributing to the assessment of the pension system in order to investigate whether it is configured as a mechanism to promote welfare for families and small municipalities in the state of Minas Gerais (MG). To achieve this aim we seek to answer the following research questions: Could the benefit paid by social security be an impact on the level of welfare of families of MG? What is the relationship between the benefits offered by social security and the efficiency in generating welfare among the small municipalities of MG? The choice in carrying out this research in Minas Gerais state is due to its wide regional disparities in comparison to the other Brazilian states. Furthermore, MG has the highest number of municipalities from the Brazilian states, representing approximately 15% of Brazilian municipalities. To evaluate the impact of pensions on the welfare of the families in Minas Gerais sate, the research used the data from the Household Sample Survey (2009), which adopts a quasi-experimental method of impact assessment known as Propensity Score Matching. In our findings, it was identified that the income from pensions have positive impacts on the per capita family income, on the access to knowledge and conditions of housing. In general, these effects tend to be more expressive on families of lower income ranges. To analyze the relationship between social security and efficiency in the generation of welfare among small municipalities, the survey took a sample of 675 municipalities of the state having less than 20,000 inhabitants each. The study combines five different data sources and comprises information of a six year period (2000 and 2005 to 2009). The data analysis was performed using the technique of Data Envelopment Analysis in two stages. In the first stage we analyzed the efficiency of the municipality in generating the welfare, and in the second one we sought to evaluate the effects of the conditioning factors such efficiency highlighting the social security. In contrast with the more developed regions, the findings pointed out that municipalities of less developed regions tend to present lower performance in promoting welfare. Regarding the effects of social security benefits on municipal efficiency, the results confirm social security as an important mechanism to promote welfare, affecting positively the efficiency of the municipalities surveyed. Therefore, unlike most studies, the Brazilian social security system, mainly RGPS, conforms with a good mechanism in promoting social welfare.

Assim, diversos estudos têm se dedicado à análise dos sistemas previdenciários, tanto da perspectiva dos seus impactos como política de transferência de renda quanto da perspectiva do seu custo para a sociedade. Não obstante, os resultados permanecem inconclusivos e a relação entre a previdência e o nível de bem-estar é ainda uma questão aberta teórica e empiricamente. Em termos gerais, esta pesquisa procura contribuir para a avaliação do sistema previdenciário, com o intuito de investigar se o mesmo configura-se como mecanismo de promoção do bem-estar para as famílias e para os pequenos municípios do estado de Minas Gerais (MG). Nesse sentido, buscou-se responder as seguintes questões: Seria o benefício pago pela previdência social impactante no nível de bem-estar das famílias de MG? Qual a relação existente entre os benefícios emitidos pela previdência social e a eficiência na geração de bem-estar entre os municípios mineiros de pequeno porte? A escolha de MG para a realização deste estudo deve-se ao fato de que, dentre os estados brasileiros, este se destaca pelas grandes disparidades regionais. Ademais, MG apresenta o maior número de municípios dentre os estados brasileiros, representando aproximadamente 15% dos municípios brasileiros. Para avaliar o impacto das aposentadorias e pensões sobre o bem-estar das famílias de MG, a pesquisa, utilizando os microdados da Pesquisa por Amostra de Domicílios (2009), adota um método quase-experimental de avaliação de impacto conhecido como Propensity Score Matching. Como resultados, identificou-se que a renda de aposentadorias e pensões tem impactos positivos sobre a renda familiar per capita, o acesso ao conhecimento e as condições de moradias e, em geral, esses efeitos tendem a ser mais expressivos sobre as famílias das faixas mais baixas de renda. Para a análise da relação existente entre a previdência social e a eficiência na geração de bem-estar entre os municípios de pequeno porte, a pesquisa adotou uma amostra de 675 municípios mineiros com população inferior a 20.000 habitantes. O estudo combina cinco diferentes fontes de dados e utiliza informações referentes a um período de 6 anos (2000 e 2005 a 2009). A análise dos dados foi realizada por meio da técnica de Análise Envoltória de Dados em dois estágios. No primeiro estágio, analisou-se a eficiência municipal na geração de bem-estar e, no segundo, buscou-se avaliar os efeitos dos condicionantes desta eficiência, com destaque para a previdência social. Os resultados demonstraram que municípios de regiões menos desenvolvidas tendem a apresentar desempenho inferior na promoção de bem-estar em relação aos de regiões mais desenvolvidas. Quanto aos efeitos dos benefícios da previdência sobre a eficiência municipal, novamente, os resultados confirmam a previdência como um importante mecanismo de promoção do bem-estar, afetando positivamente a eficiência dos municípios investigados.
