Resumo: The rural credit program was created in the late 1960s and became one of the most important agricultural policies in Brazil. It has been subsidized throughout the years, with its interest rate becoming smaller than the market interest rate. The main objective of the Rural Credit Program was to increase technology adoption and production. However, the financial resources from the rural credit policy have decreased along the years. On the other hand, agricultural production has increased, as well as the use of technology by the rural sector. Given this situation, has rural credit been correlated to agricultural production? Analyzing the rural credit impact on agricultural production offers some difficulties due to the program s specificities and the agricultural sector s characteristics. This research evaluates the importance of agricultural sector financing, analyzing the budget restrictions faced by the farmers. The hypothesis is that farmers have limited resources to purchase inputs and need to finance their agricultural production. The objective of this research is to analyze the crop response to variations on total expenditure, from 1976 to 2005. The crops investigated are cotton, rice, bean, corn, soybean and wheat, and the inputs are fertilizers, labor and chemicals. Land is specified as fixed input. The research is based on the duality applied to the production theory and the conditioned input demands are estimated from a multi output, multi input translog profit function. Total expenditure variation is statistically significant to explain the changes in the supply of rice, bean, corn, and soybean, and the demand of fertilizers and labor. Land presents a positive impact on all crop supplies, but not on the demand for fertilizers and chemicals. This may be explained by the intensification of fertilizer and chemical use in the agricultural production. Cotton response to price is not statistically significant. The supplies of rice, bean, corn and soybean are inelastic, as expected. Wheat supply is elastic, and may be explained by the production response to the government s price policies. The input demands are also elastic. The results indicate that the agricultural sector faces budget restrictions. The conclusion is that the Rural Credit Program policy plays an important role in the agricultural sector since it allows farmers to purchase more inputs and increase the output production.

Desde sua criação, o programa contou com subsídios governamentais, que se davam principalmente através das taxas de juros, compensando em parte a transferência de recursos do setor agrícola promovida pela política de substituição de importações. O crédito rural visava estimular a adoção de tecnologia e aumentar a oferta de alimentos e matérias-primas de origem agropecuária, fortalecendo principalmente os pequenos e médios produtores. Dado que a produção agrícola tem aumentado ao longo dos anos, a despeito da redução do volume de crédito oficial, estará o programa de crédito rural cumprindo com o objetivo de ampliar a oferta agrícola? A análise do impacto do crédito na produção apresenta algumas dificuldades em função das particularidades do programa e das características da atividade agrícola. Uma alternativa para se avaliar a importância do financiamento na atividade agropecuária é verificar se o setor possui, de fato, limitação no dispêndio total para a compra de insumos. A hipótese desta pesquisa é que os produtores rurais possuem recursos limitados e necessitam de financiamento para adquirir os insumos necessários para a produção. O objetivo principal do presente trabalho é analisar a resposta de culturas agrícolas às variações do dispêndio total, para o período de 1976 a 2005. As culturas analisadas nesta pesquisa são: algodão, arroz, feijão, milho, soja e trigo; e os insumos utilizados são: fertilizantes, mão-de-obra e defensivos. Com base na dualidade aplicada à teoria da produção, as demandas condicionadas são estimadas a partir de uma função translog de lucro, multiproduto, multi-insumo, em que o total do crédito oficial de custeio aplicado nas culturas analisadas é utilizado como proxy do dispêndio total. As variações no dispêndio total foram estatisticamente significativas para explicar variações na oferta de arroz, feijão, milho e soja e a demanda de fertilizantes e mão-deobra. A variável área cultivada apresenta impacto significativo na oferta de todas as culturas, mas não na demanda de fertilizantes e defensivos. Isso pode ser devido à intensificação da utilização desses insumos por unidade de área, aumentando-se a demanda desses insumos mesmo sem que haja aumento de área. Com relação à resposta a preços, somente a elasticidade-preço do algodão não foi estatisticamente significativa. As ofertas de arroz, feijão, milho e soja são inelásticas, conforme esperado. A oferta de trigo é elástica, o que pode ser devido à sensibilidade da produção às políticas governamentais, especialmente às políticas de preço. As demandas dos insumos se mostram elásticas. Esse resultado é consistente com um setor oligopolizado, no caso de fertilizantes e defensivos. No caso de mão-de-obra, o resultado pode ter sido influenciado pela ausência de uma variável relativa a capital. Conclui-se que o setor agrícola enfrenta restrição na compra de insumos e que o financiamento via crédito rural é importante para a produção.
