Políticas públicas de desenvolvimento rural e organizações de agricultura familiar no município de Espera Feliz-MG

This dissertation presents results of a research study conducted in the municipality of Espera Feliz-MG during 2009. The goal was to analyze processes established between organizations of family farmers and public policies for rural development. The research used methodological tools including interviews, document analysis and participant observation. Result findings revealed that the process of incorporation of family farming in the agendasetting of the public policy for rural development related to conjunctural processes that caused changes in the Rural Farmworkers Union (STR) of Espera Feliz. The emergence of family farming organizations within the STR is empirical evidence of changes in local dynamics related to changes of public policy guidelines and agendas. It was observed that there were collective devices used by farmers as a strategy of collective action. These devices have been adapted to their rules of reciprocity, consolidating as formalized institutional structures. The policies, when accessed, interfaced with a set of prior experiences, which generated collective learning processes that facilitated the development process within guidelines oriented to family farming. Access to particular public policies facilitated ties with social mediators with a view to enhance strategies developed by local organizations. This relationship became conflictual due to divergences of collective orientations for development. The relationships established with public policies for rural development assumed different forms, categorized as complementarity, normative domination and difficulties and tensions. Within this set of relations, closer ties are being forged between organizations as well as between social mediators who work in the municipality.
