Resumo: | The present study, carried out in 42 forest management plans (FMPs), registered at the IEF (Forest State Institute), in the period from 1992 to 1998, in rural properties in the Florest Zone of the Minas Gerais State, Brazil, was done in two steps, one indoors (documental analysis) and one in the field (structural analysis). The objective of the first step was to carry out a documental analysis, using indicators and verifiers pertaining to the basic structure of the management plan, according to legal rules in vigor in the State of Minas Gerais. First, the procedures related to the steps of a management plan were standardized, and, then, a check list was elaborated, and, consequently, also the indicators and verifiers used in the documental analysis of the projects. Its was verified that the absence of a basic guide for the elaboration of the FMPS endangers the previous documental analysis for institutional registration. There were institutional deficiencies in the documental and technical analyses of the management plans. The items in the FMPs that presented the lowest percentage of execution were those that request greater technical knowledge (environmental impact analysis, forestry system and references). The items in the FMPs that presented the greatest percentage of execution were those that were descriptive and that request less technical knowledge (objectives and justifications, general information and delimitation of the areas of the properties). The indicators and verifiers used showed to be efficient and easy to use, allowing to diagnose the defficiencies in the Forest Management Plans (FMP) analysed. The previous documental analysis, supported by a basic guide, made in the present study disapproved all the management plans. It is necessary to standardize and compute the procedures of the documental and technical analyses for the approval of management plans. The level of forest exploitation in basal area, of all the management plans analysed surpassed the maximum limit allowed by law and the similarity pattern of the changes occurred with the basal area of the forest management areas and the legal reserve areas, in the plans studied, showed the probability of the exploration of the legal reserve areas together with the areas allowed for forest management. After the period of forest exploitation of each FMP and comparing the forest management areas and the legal reserve areas, it was verified that the sustainability of the management plans depends, basically, upon the intervention level, on the quality of the institutional management of the public authority, on the administration capacity and technical level of the accomplisher. In none of the studied plans there was an effective application of forestry treatments and monitoring, according to the recommendation of legislation in vigor. The cutting cycle of 12 years prescribed in the legislation in vigor is not compatible with the growth of the remaining stock of the semideciduous seasonal forests of the management plans studied. There were evidences of exploitation of forest legal reserve areas together with the areas allowed to be managed. The management plans allowed the legal use of the forest resources, contributing for the conservation and protection of the biodiversity and even with the legal and technical defficiencies shown the remaining forest cover is in a reasonable protection and conservation state, that would not occur if they were projects of deforestation. |

A etapa 1 teve como objetivo fazer a análise documental, utilizando-se indicadores e verificadores pertencentes à estrutura básica do plano de manejo, conforme normas legais vigentes no Estado de Minas Gerais. Assim, inicialmente, foram padronizados os procedimentos referentes às etapas de um plano de manejo para, então, elaborar a lista de checagem (check list) e, conseqüentemente, os indicadores e verificadores utilizados na análise documental dos projetos. Constatou-se que a ausência de um roteiro básico para elaboração dos PMF compromete a análise documental prévia para protocolo institucional e que houve deficiência institucional na análise documental e técnica dos planos de manejo. Os itens constantes dos PMF que apresentaram menor porcentagem de atendimento foram os que exigiram mais conhecimentos técnicos (análise de impacto ambiental, sistema silvicultural e bibliografia) enquanto os descritivos foram os que apresentaram maior porcentagem de atendimento e os que exigiram menos conhecimentos técnicos (objetivos e justificativas, informações gerais e discriminação de áreas da propriedade). Os indicadores e verificadores mostraram-se eficientes e de fácil aplicação na análise documental e técnica dos planos de manejo estudados. A análise prévia documental, fundamentada em roteiro básico elaborado no presente estudo, reprovou todos os planos de manejo. É necessário padronizar e informatizar os procedimentos de análises documental e técnica para aprovação dos planos de manejo. O nível de exploração florestal, em área basal, de todos os planos de manejo analisados ultrapassou o limite máximo de intervenção permitido por lei. O padrão de semelhança nas alterações ocorridas com a área basal das áreas de manejo florestal e áreas de reserva legal, nos planos estudados, evidenciou uma provável exploração das áreas de reserva legal juntamente com as áreas autorizadas para manejo florestal. A etapa 2 (análise estrutural) teve como objetivo analisar as alterações na diversidade de espécies, na estrutura horizontal, diamétrica e interna em áreas de manejo florestal, tendo como testemunha a área de reserva legal. Decorrido o tempo de exploração florestal de cada PMF, e comparando as áreas de manejo florestal com as áreas de reserva legal, verificou-se que a sustentabilidade dos planos de manejo depende, fundamentalmente, do nível de intervenção, da qualidade da gestão institucional do poder público, da capacidade administrativa e do nível técnico do executor. Em nenhum dos planos de manejo estudado houve efetiva aplicação de tratamentos silviculturais e monitoramento, conforme prescrevia a legislação vigente. O ciclo de corte de 12 anos prescrito na legislação vigente é incompatível com o crescimento do estoque remanescente das florestas estacionais semideciduais dos planos de manejo estudados. Houve evidências de exploração das áreas de reserva florestal legal conjuntamente com as áreas autorizadas para manejo florestal.
