O potencial de desenvolvimento endógeno dos municípios paranaenses

Resumo: The objective of this study was to identify the cities of Paraná which were considered economically deprived and, thus, determine their endogenous development potential. Therefore, the present study analyzed three different dimensions that aggregated economic, social and institutional indicators of the cities of Paraná. For this study, the endogenous development theory, which considers the role of local actors, interacting in territorial cooperation, constructs the social capital of cities. The social capital is expected to interact with other forms of capital (human capital and civic capital, among others), promoting city economic development. Therefore, the research determined the ranking of cities economically deprived, according to the degree of their endogenous potential. The conclusions comprised each one of the three dimensions, specifically the determination of the endogenous development potential of the economically deprived cities. In the social dimension, the education index used to measure the human capital verified that 59,90% of the cities of Paraná presented a low level of human capital. The institutional dimension, which worked as a proxy for the determination of the social capital of the cities of Paraná indicated that the participation of the population in the municipal councils is extremely low. Only seven cities in the state presented a high degree of participation, which corresponds to 2% of the cities of Paraná. The research also demonstrated that 35% of the cities of Paraná do not present conditions to increase the effective demand of their economies, through the public expenditures or investments and the maintenance of the municipal infrastructure. In the economic dimension, out of the 399 cities, 266 were identified as economically deprived, which means 66,67% of the total of the cities of Paraná. Out of these, eighty-five were classified as presenting low endogenous development potential. Therefore, 21,30% of the cities of Paraná did not presentany economic and socioinstitutional indicator above the respective average indicators of the state. About 70% of these cities were emancipated more than thirty years ago and many of them are more than one hundred years old. The study concluded that the cities of Paraná classified as economically deprived present, consequently, low indicators of human capital and social capital. Above all, the study suggests that the deprived cities should be treated differently, similarly to what happens in the small agricultural properties, in other words, specific public policies should be designed for them, stimulating the diversification of economic activities, favoring initiatives that generate conditions for the permanence of the young population in these cities. Such policies can help these cities to maintain and stimulate their human and social capital.

Para tanto, o estudo analisou três diferentes dimensões, que agregaram indicadores econômicos, sociais e institucionais dos municípios paranaenses. Para o estudo, utilizou-se a teoria do desenvolvimento endógeno, que pressupõe o protagonismo dos atores locais, interagindo em laços de cooperação territorial, constituindo, assim, o capital social do município. Entende-se que esse capital social, atuando de forma conjunta com outras formas de capitais (capital humano, capital cívico, entre outros), promove o desenvolvimento econômico do município. Assim, a pesquisa traçou o ranking de municípios economicamente deprimidos, conforme o grau do seu potencial de endogenia. As conclusões abrangeram cada uma das três dimensões e, de forma específica, a determinação do potencial de desenvolvimento endógeno dos municípios economicamente deprimidos. Na dimensão social, o índice de educação utilizado para medir o capital humano determinou que 59,90% do total dos municípios paranaenses apresentaram baixo nível de capital humano. A dimensão institucional, que serviu de proxy para determinar o capital social dos municípios paranaenses, indicou que é baixíssima a participação da população nos conselhos municipais. Somente sete municípios no Estado apresentaram um grau elevado de participação, o que corresponde a 2% dos municípios do Paraná. A pesquisa também demonstrou que 35% dos municípios paranaenses não apresentam condições de alavancar a demanda efetiva das suas economias via gastos públicos ou investimentos e manutenção da infraestrutura municipal. Na dimensão econômica, dos 399 municípios, foram identificados 266 como economicamente deprimidos, representando 66,67% do total de municípios paranaenses, sendo que 85 deles foram classificados como de baixo potencial de desenvolvimento endógeno. Assim, 21,30% dos municípios paranaenses não apresentaram nenhum indicador econômico e socioinstitucional acima dos respectivos indicadores médios do Estado. Aproximadamente 70% desses municípios foram emancipados há mais de trinta anos e, nesse grupo, muitos estão com mais de cem anos de existência. O estudo conclui que os municípios paranaenses classificados como economicamente deprimidos são também, por extensão, municípios que apresentam baixos indicadores de capital humano e de capital social. Sobretudo, o estudo sugere que os municípios deprimidos devam ser tratados de forma diferenciada, tal como ocorre com as pequenas propriedades agrícolas, ou seja, com a formulação de políticas públicas específicas para eles, que estimulem a diversificação das atividades econômicas, privilegiando ações que gerem condições de permanência da população jovem nesses municípios.
