Agroindústria canavieira e desenvolvimento local, Bambuí-MG

Resumo: | Sugar Cane has been incorporated to Brazilian territory during the colonial period and constituted the first economical cycle among the ones which marked the socioeconomic formation of the country. Over time, the aforementioned crop had highlight moments with either sugar and alcohol production and moments in which it has ceded space to other crops or products. In recent years, sugar cane once again is part of economical scenery. The conveyed discourse is that the worldwide interest is to diminish the dependence of fossil fuels and diversify the energy matrix to attenuate global warming. In this context, attention is conveyed to biofuels, especially to sugar cane ethanol. And, once again, the demand of ethanol raises, being necessary to increase the production of sugar cane crop, related both to acreage enlargement and productivity. Therefore, the cultivation of sugar cane is increasing in Brazil, surpassing traditional areas, in São Paulo and Northeast countryside. In this enlargement, the cultivation also moves forward to Minas Gerais Midwest, where the city council of Bambuí is situated, which, since 2006, has been experimenting the sugar cane expansion due to the implantation of Total Sugar Cane Agribusiness (Total Agroindústria Canavieira S/A). In this sense, this study aimed to analyze the current acting scenery of Total Industries, since the implantation until nowadays, aiming to verify, from the perception of different social actors, if such enterprise signalizes to local development perspective. The research presents exploratory, descriptive and transversal features, utilizing primary and secondary data. The results characterized the enterprise acceptability through social actors, due to, principally, its economical importance, such as employment generation, Real Estate warming, commerce acceleration and incoming increase to a small portion of population. As possible factors identified as unlike to the agribusiness in the city council, pollution, cost of living rising and criminality are highlighted. Considering that, even if economical increase occurs, it does not mean, necessarily, development, once this implies in capacity promotion and enlargement of social opportunities it would be precocious to affirm that local development is being observed in the city council of Bambuí within the analyzed period. For now it is only possible to mention economical development, selective and without equity distribution. |

For now it is only possible to mention economical development, selective and without equity distribution.A cana-de-açúcar foi incorporada ao território brasileiro durante o período colonial e constituiu o primeiro ciclo econômico dentre aqueles que marcaram a formação socioeconômica do país. Ao longo do tempo, a referida cultura teve momentos de destaque com produção ora de açúcar ora de álcool e momentos em que cedeu espaço para outras culturas ou produtos. Nos últimos anos, a cana-de-açúcar voltou a fazer parte do cenário econômico. O discurso veiculado é de que o interesse mundial é diminuir a dependência dos combustíveis fósseis e diversificar a matriz energética para atenuar o aquecimento global. Nesse contexto as atenções voltam-se para os biocombustíveis, em especial para o etanol de cana-de-açúcar. E, mais uma vez, cresce a demanda pelo etanol, sendo necessário aumentar a produção da cultura da cana, tanto em relação ao aumento da área cultivada quanto da produtividade. Assim, amplia-se o cultivo da cana no Brasil, ultrapassando áreas tradicionais, do interior paulista e do Nordeste. Nessa ampliação, o cultivo avança também para o Centro-Oeste de Minas Gerais, onde se insere o município de Bambuí, que, desde 2006, vem experimentando a expansão canavieira com a implantação da Total Agroindústria Canavieira S/A. Nesse sentido, este estudo procurou analisar o cenário de atuação da Usina Total, desde a implantação até o momento presente, procurando verificar, a partir da percepção de diferentes atores sociais, se tal empreendimento sinaliza para a perspectiva do desenvolvimento local. A pesquisa apresenta caráter exploratório, descritivo e corte transversal, utilizando dados primários e secundários. Os resultados caracterizaram a aceitabilidade do empreendimento pelos atores sociais, devido, principalmente, à sua importância econômica, como a geração de emprego, aquecimento imobiliário, aceleração do comércio e aumento da renda para uma pequena parcela da população. Como possíveis fatores apontados como contrários ao agronegócio no município destaca-se a poluição, o aumento do custo de vida e a criminalidade. Considerando que, mesmo que ocorra crescimento econômico, não significa, necessariamente, desenvolvimento, uma vez que este implica em promoção de capacidades e ampliação de oportunidades sociais seria precoce afirmar que estaria sendo observado desenvolvimento local no município de Bambuí no período analisado.
