Cenários de incentivos ao setor pesqueiro da Região Norte do Brasil

Resumo: In general, regional development policies aim the strengthening of productive chains and local productive arrangements (LPA). With regards to the Brazilian Northern Region, the fishing sector is being targeted for such policies which seek its capitalization and structuring. In a long term perspective of the regional fishing economy, this may determine the future levels of production and its technological updating. Aiming to contribute to the debate on the outcomes of public policies on fishing activity and its contribution to the regional economy growth, we have investigated the following hypothesis: the public policies of credit expansion, subsidies and tax incentives encourage fishing activity in the Brazilian Northern Region, provide an increase in production and income and improve the well-being of the local population, contributing for the development of the activity at competitive levels, promoting growth in the Brazilian Northern Region. To answer this question, the Applied General Equilibrium Model was used for the Northern Region economy in 1999, because it is understood that these are the most appropriate ones for the problem under analysis, since they have been widely used in studies to learn about the effects of economic policies. The answers obtained from simulation showed that scenery 1, credit expansion by 30%, despite indicating a negative impact on GDP, demonstrated it could improve remuneration of the factors and minimize the negative impacts on the activity, indicating an increase in industrial fishing supply and a decrease in prices. It was also observed a decrease in artisan fishing and aquaculture which may be related to its low competitivity, which has its financial resources drained to other sectors of the regional economy, since the general equilibrium model captures the interrelations between all markets. Scenery 2, tax reduction by 25%, showed more coherent results with tax theory and more favorable for fishing activity economy in the Northern Brazil, showing a tendency for growth in the regional economy. Scenery 3, a decrease in costs by 35% for both industrial and artisan fishing, demonstrated it offers the lowest returns for the fishing activity, despite showing its importance for the regional economy growth, indicating a GDP growth of 0,1334%. It was observed, in all sceneries, decreases in the Northern population well-being, since a decrease in tax collection tends to reduce the supply of other public services for society.

No caso da Região Norte, o setor pesqueiro está sendo alvo de tais políticas que buscam sua capitalização e estruturação. Numa perspectiva em longo prazo da economia pesqueira regional, isso pode determinar os níveis futuros de produção e sua atualização tecnológica. Visando contribuir para o debate sobre os efeitos das políticas públicas sobre a atividade pesqueira e sua contribuição para o crescimento da economia regional, investigou-se a seguinte hipótese: as políticas públicas de expansão do crédito, subsídios e incentivos fiscais estimulam a atividade pesqueira na Região Norte do Brasil; proporcionam a elevação da produção e da renda e melhoram o nível de bem-estar da população local, contribuindo para o desenvolvimento da atividade em níveis competitivos, promovendo o crescimento da região Norte do Brasil. Para a obtenção de resposta para essa questão, utilizaram-se o Modelo Aplicado de Equilíbrio Geral para a economia da Região Norte em 1999, por entender que estes são os mais adequados para o problema em análise, uma vez que tem sido amplamente utilizado em estudos sobre efeitos de políticas econômicas. As respostas obtidas das simulações mostraram que o cenário 1, expansão do crédito em 30%, apesar de sinalizar um impacto negativo sobre o PIB, demonstrou que pode melhorar a remuneração dos fatores e minimizar os impactos negativos sobre a atividade, sinalizando com uma elevação na oferta da pesca industrial e com redução dos seus preços. Observou-se queda na produção da pesca artesanal e aquicultura que pode ter relação com a baixa competitividade do setor, que tem seus recursos drenados para os outros setores da economia regional, já que o modelo de equilíbrio geral capta a interrelação entre todos os mercados. O cenário 2, redução dos impostos em 25%, mostrou resultados coerentes com a teoria da tributação sendo mais favoráveis para a atividade de pesca economia da Região Norte, mostrando tendência de crescimento para a economia regional. O cenário 3, diminuição dos custos em 35% para a pesca industrial e artesanal, demonstrou ser o menor retorno para a atividade pesqueira, muito embora tenha se mostrado importante para o crescimento da economia regional, sinalizando com um crescimento do PIB de 0,1334%.
