Governança estrutural e processual em aglomerações produtivas do setor de tecnologia da informação em Minas Gerais

Resumo: Local Productive Arrangements (APLs) are characterized by the geographical clustering of specific industries and related sectors companies with cooperative ties, coupled with the support of public authorities and class. This form of organization becomes relevant in that it has the potential to generate benefits derived from sectoral concentration and interorganizational relations. The effective realization of the benefits, especially those derived from collective action (collective efficiency - SCHMITZ, 1997), is subject to coordination activities between the actors. The concept of APL brings together two distinct focuses: the institutional context and dynamics of relationships between the actors. The first is made up of local actors and the second interactions, whether formal or informal, voluntary or spontaneous. In this dissertation, the theoretical foundations permeate two aspects: the concept of governance in the structural type and governance concept of procedural type. These aspects are related to the coordination of the arrangement itself. The first aspect emphasizes the actors that make up the cluster, as well as the potential influence of each according to the available resources and the differences therein, and the second considers how such actors coordinate their actions to achieve collective efficiency. At work, were analyzed and compared three production agglomerations of the information technology sector: Belo Horizonte, Uberlândia and Juiz de Fora. To do so, data were collected through 48 semi-structured interviews applied to entrepreneurs and sector entities between June and September 2013. To analyze the structural governance was identified plurality of entities that develop joint actions to develop the sector, including: a) business associations or institutions involved: the Brazilian Association of Information Technology, Software and Internet (ASSESPRO) , the Association of Users of Telecommunications and Informatics (SUCESU) and Association for Promotion of Excellence in Brazilian Software (SOFTEX) ; b) support or support organizations : the Association of IT Companies (SINDINFOR) , the Brazilian Service of Support for Micro and Small Enterprises (Sebrae) , the Society of Mining Software (FUMSOFT) , the Foundation for Research Support of the State of Minas Gerais (FAPEMIG), the Fund for Financing of Projects and Programmes of Studies (FINEP) , the Innovate Uberlândia (I9) , the Brazilian Association of Startup (MINAS STARTUP) , the Mining Innovation Network (RMI) , the Federation of Industries the State of Minas Gerais (FIEMG), the American Chamber of Commerce (AMCHAM) , the Commerce and Industry Association of Uberlândia (ACIUB) and the Chamber of Shopkeepers (CDL) ; c) educational and research institutions (mainly the Federal University of Belo Horizonte (UFMG) , Federal University of Uberlândia (UFU) and the Federal University of Juiz de Fora (UFJF) and d ) the government (municipal, state and federal). The structures of the clusters analyzed appear to be favorable with great potential for the establishment of joint action. It was observed that each type of institution studied the influence of different intensity in the way and the institutional context of companies, being remarkable that all provide some kind of benefit for companies and the industry as a whole. For the analysis of procedural governance, addressing subcategories were created : a) cooperation between companies , b) cooperation between enterprises and organizations ; and c) cooperation between entities . And to understand coordination, subcategories were created: a) centralized coordination and b) shared coordination. It was concluded, the APL of Belo Horizonte software, identifies a complex governance, due to the large number of entities facing the sector, generating many forms of cooperation and coordination. In APL Uberlândia characterized unified governance, since cooperation in the sector has fewer complex relationships and coordination in shared activity occurs between the actors. APL in Juiz de Fora, relationships are dispersed among actors, the sector of information technology is developing and the actions taken are still incipient, characterizing as a simple governance. From these characteristics of relationships, it is possible to conclude that governance is not unique within a cluster, with different institutional structures, which are characterized by different actors is different forms of cooperation and coordination modes.

Esta forma de organização ganha relevância na medida em que possui o potencial de gerar vantagens derivadas da concentração setorial e das relações interorganizacionais. A efetiva realização das vantagens, especialmente aquelas derivadas da ação coletiva (eficiência coletiva SCHMITZ, 1997), está condicionada às atividades de coordenação entre os atores. O conceito de APL congrega dois focos distintos de análise: o contexto institucional e a dinâmica das relações entre os atores. O primeiro constitui-se dos atores locais e o segundo das interações, sejam elas formais ou informais, voluntárias ou espontâneas. Nesta dissertação, as fundamentações teóricas permeiam dois aspectos: o conceito de governança do tipo estrutural e o conceito de governança do tipo processual. Estes aspectos estão relacionados com a coordenação do arranjo em si. O primeiro aspecto enfatiza os atores que compõem o APL, assim como o potencial de influência de cada um segundo os recursos disponíveis e as diferenças ali existentes, e o segundo considera o modo como tais atores coordenam suas ações para obter eficiência coletiva. No trabalho, foram analisadas e comparadas três aglomerações produtivas do setor de tecnologia da informação: Belo Horizonte, Uberlândia e Juiz de Fora. Para tanto, os dados foram coletados por meio de 48 entrevistas semiestruturadas aplicadas aos empresários e às entidades do setor entre os meses de junho e setembro de 2013. Para análise da governança estrutural, identificou-se pluralidade de entidades que desenvolvem ações conjuntas a fim de desenvolver o setor, sendo: a) associações ou instituições de negócio envolvidas: a Associação das Empresas Brasileiras de Tecnologia da Informação, Software e Internet (ASSESPRO), a Associação de Usuários de Informática e Telecomunicações (SUCESU) e Associação para Promoção da Excelência do Software Brasileiro (SOFTEX); b) organizações de apoio ou suporte: o Sindicato das Empresas de Informática (SINDINFOR), o Serviço Brasileiro de Apoio às Micro e Pequenas Empresas (SEBRAE), a Sociedade Mineira de Software (FUMSOFT), a Fundação de Amparo à Pesquisa do Estado de Minas Gerais (FAPEMIG), o Fundo de Financiamento de Estudos de Projetos e Programas (FINEP), a Inove Uberlândia (I9), a Associação Brasileira de Startup (MINAS STARTUP),a Rede Mineira de Inovação (RMI), a Federação da Indústrias do Estado de Minas Gerais (FIEMG), a Câmara Americana do Comércio (AMCHAM), a Associação Comercial e Industrial de Uberlândia (ACIUB) e a Câmara dos Dirigentes Lojistas (CDL); c) instituições de ensino e pesquisa (principalmente a Universidade Federal de Belo Horizonte (UFMG), Universidade Federal de Uberlândia (UFU) e a Universidade Federal de Juiz de Fora (UFJF); e d) o poder público (municipal, estadual e federal). As estruturas dos APLs analisados mostram-se favoráveis e com grande potencial para o estabelecimento de ações conjuntas. Observou-se que cada tipo de instituição estudada influência de maneira e intensidade diferentes no contexto institucional das empresas, sendo notável que todas proporcionam algum tipo de benefício para as empresas e o setor como um todo. Para a análise da governança processual, foram criadas subcategorias que abordam: a) cooperação entre empresas, b) cooperação entre empresas e entidades; e c) cooperação entre entidades. E, para compreender coordenação, foram criadas as subcategorias: a) coordenação centralizada e b) coordenação compartilhada. Concluiu-se, no APL de software de Belo Horizonte, identifica-se uma governança complexa, devido ao grande número de entidades voltadas para o setor, gerando uma multiplicidade nas formas de cooperação e coordenação. No APL de Uberlândia caracterizou-se a governança unificada, pois a cooperação no setor apresenta relações menos complexas e a coordenação ocorre de forma compartilhada entre os atores. No APL de Juiz de Fora, as relações são dispersas entre os atores, o setor de tecnologia de informação está em desenvolvimento e as ações realizadas ainda são incipientes, caracterizando como uma governança simples.
