Análise dos Planos Locais de Habitação de Interesse Social em pequenos municípios localizados em Região Metropolitana: os casos de Caeté e Nova Lima

This research aimed to investigate the contents of Local Plans for Social Housing (PLHIS) in the municipalities of Nova Lima and Caeté in the metropolitan area the Belo Horizonte, Minas Gerais, and its relation to the specific municipal and urban planning and housing. The city planning can be one of the possibilities to ensure social justice and the replacement of natural environmental assumptions for human settlement and must be associated with a democratic urban management in order to reduce inequality and expand citizenship. In this sense, the PLHIS constitute the planning tools to diagnose problems and predict actions in order to provide a housing management more democratic in the future, according on based and participatory discussions. The methodology for this research was a survey conducted to obtain the plan documents with the cities and from the literature were constructed indicators to analyze these plans. The results obtained allow us to realize that: the plans analyzed comply with the local, however, still have generic goals and urban strategies devices that are subject to regulation by specific law, lack of connection with the state and metropolitan planning and inexpressive popular participation. Furthermore, the low administrative capacity of these municipalities, which have reduced technical staff to work with housing issues, may hinder the effective applicability of the plan. Finally, it is concluded that the PLHIS of Caeté and Nova Lima risk to have been developed only to fulfill a government requirement of the Ministry of Cities in order to claim federal funds for the provision of social housing, getting planning actions at the margins of local public administrations.
