Resumo: The article analyzes the quality of democracy through the ideological constraints that forced the ideological shift of the electoral programs of Luis Inácio Lula (Brazil) and Tabaré Vázquez (Uruguay). Concludes that, despite the increased participation, the democratic game contributes to the reduction of the spectrum of content that characterize democratic contestation, which implies the unfeasibility of profound economic transformations.
