Limits and Potencies of the Use of the Term "Dam Terrorism" Dealing With Mining-Energy Conflicts in Minas Gerais

Resumo: Taking the reality of Minas Gerais and the context of the contemporary crisis of civilization as references, this article aims to: i) explain how the mining-energy complex was historically and socially articulated in the territory of Minas Gerais, shaping the space in its functionalization aimed at exploiting of all forms of social wealth; ii) show how mineral extraction and hydroelectric energy production activities share common structural elements, such as dams, which pose imminent risks to the populations living in their surroundings; iii) signs the common way that “dam terrorism” is operated both in cases of mineral tailings dams and in hydroelectric plants; iv) discuss the limits and potencies of the use of “dam terrorism” by the people affected by their risks and other social movements.

Tomando como referentes la realidad de Minas Gerais y el contexto de la contemporánea crisis de la civilización, este artículo tiene como objetivo: i) explicar cómo el complejo minero-energético se articuló histórica y socialmente en el territorio de Minas Gerais, configurando el espacio en su funcionalización destinada a explotar todas las formas de riqueza social; ii) mostrar cómo las actividades de extracción de minerales y producción de energía hidroeléctrica comparten elementos estructurales comunes, como las represas, que presentan riesgos inminentes para las poblaciones que viven en su entorno; iii) señalar la forma común en que se opera el “terrorismo de represas” tanto en los casos de represas de relaves minerales como en plantas hidroeléctricas; iv) discutir los límites y potencias del uso del “terrorismo de represas” por parte de los afectados y movimientos sociales.Tomando a realidade de Minas Gerais e o contexto da crise de civilização contemporânea como referências, o presente artigo tem por intuito: i) explicitar o modo como o complexo minero-energético se articulou histórica e socialmente no território mineiro, plasmando o espaço em sua funcionalização voltada à exploração de todas as formas de riqueza social; ii) evidenciar a relação de semelhança entre as atividades de extrativismo mineral e produção energética hidrelétrica que compartilham elementos estruturais comuns, a exemplo das barragens, que proporcionam riscos eminentes às populações que convivem em seu entorno; iii) sinalizar a instauração comum que o “terrorismo de barragens” é operado tanto em casos de barragens de rejeito mineral como em usinas hidrelétricas; iv) discutir os limites e potências do uso “terrorismo de barragens” por atingidos e movimentos sociais.
